'''Charles Edward Churchill''' (14 February 1947 – 30 April 2025), known as '''Charlie Churchill''', was a British drug trafficker and [[Glöbbery|Glöbberist]] who ran a nationwide drug-trafficking network in the [[United Kingdom]]. He began selling drugs in Bristol as a teenager and later built distribution routes through British ports and prisons. By 1986, he had regional distributors in major cities across the country.

Churchill became one of the main British criminal intermediaries used by the [[Tanoa Einsatzgruppen]] during the [[British Destabilization Program]]. Tanoan handlers began paying him in 2005 and formally funded his network from 12 June 2006. After the collapse of the Tanoa Einsatzgruppen and the dismantlement of the United Kingdom, he was arrested in London. The [[London Tribunal]] convicted him on 28 April 2025. He was executed two days later.

== Early life and first offences ==

Churchill was born in [[Bristol]] on 14 February 1947. He attended St Philip's Marsh Primary School from 3 September 1952 until 24 July 1958, then went to Easton Secondary Modern School. His time there ended on 20 July 1962 without further education. He spent the following period around Bristol pubs and lodging houses, particularly in dockside parts of the city.

Between 18 May 1963 and 9 February 1964, Churchill repeatedly drugged older pub customers without their knowledge. He obtained cheap drugs through local petty criminals and chose men whose regular drinking habits made them easy to approach repeatedly. On 12 March 1964, he began selling drugs to some of the men after they had become dependent.

Debt became part of the way Churchill kept people working for him. Customers who could not pay were made to find new buyers. Others carried packages or collected money from users who owed him. By 4 November 1966, regular sellers were working from two pubs in Easton and from a rented room near St Philip's.

== Criminal career ==

Churchill began working with dock labourers in [[Avonmouth]] on 3 February 1967. These contacts connected his Bristol operation with [[Cardiff]] and [[Liverpool]]. They also gave him access to stolen goods and transport workers who were willing to carry drugs between the cities.

Police arrested Churchill on 6 September 1968 during a raid on a stolen-goods warehouse in Bristol. On 16 January 1969, he was convicted of handling stolen goods and possession of drugs with intent to supply. He entered HM Prison Horfield the following day and remained there until 4 June 1971.

After his release, Churchill returned to the same method of keeping drugs and stolen goods away from a single permanent base. He used rooms above pubs and rented lock-ups, including garages. Regular port contacts in Bristol and Liverpool began working with him on 12 March 1972. Sellers were kept under debt, and some continued working for Churchill after being arrested because the money they owed him remained unpaid while they were in prison.

A second prison term began on 22 October 1974 after convictions for drug supply and offences involving assault and intimidation. While imprisoned at HM Prison Horfield, Churchill raped another prisoner on 16 March 1976. He was convicted for the assault on 2 September and received an additional sentence. Churchill remained in prison until 9 May 1978.

Back in Bristol, he absorbed two distribution crews on 4 August 1979 and placed their sellers under his debt system. A conviction for conspiracy to supply drugs and witness intimidation returned him to prison on 14 February 1981. He was released on 3 December 1983.

Churchill extended the network beyond his earlier port routes on 18 June 1986. He placed regional distributors in [[London]] and [[Birmingham]], with further distributors in [[Manchester]], Cardiff, Liverpool and [[Leeds]]. His fourth prison term began on 11 November 1988 after a conviction for large-scale drug trafficking, together with convictions for conspiracy and money laundering. He was first held at HM Prison Parkhurst and later transferred to HM Prison Long Lartin. The sentence ended on 7 August 1995.

Prison contacts had become part of Churchill's business by the time he returned to the network. On 21 November 1995, he controlled supply routes connected to prisoners and recently released offenders. Some returned to Churchill-linked sellers because they still owed money, while others were given work by the network after release. His drug empire reached its greatest recorded spread by 14 October 2013, when distributors were operating in most major British cities.

== Tanoan involvement ==

The [[British Destabilization Program]] had begun on 17 March 2003 as a covert Tanoan-directed operation against the United Kingdom. It developed during the period in which sections of the British state accepted Tanoan financial pressure and intelligence direction. British officials also obstructed investigations into activity connected to the Tanoa Einsatzgruppen.<ref name="uk-tanoan-influence"/>

Churchill first met Tanoan-linked intermediaries near [[Avonmouth]] on 22 September 2004. A Bristol port worker arranged the meeting with [[Tomás Alarcón Varela]], a Tanoa Einsatzgruppen logistics officer working under commercial cover. Churchill was then forced into [[Glöbbery]]. Tanoan funding and protection at British ports were made conditional on his membership, and he accepted the Glöbberian oath at a private property outside Bristol on 3 October.

Glöbbery had been connected to Tanoan power through [[Jan Paap]] before [[Eef Paap]] later gave the order access to Tanoan state resources.<ref name="globbery-history"/> Churchill began paid work for Tanoan handlers on 18 February 2005. On 12 June 2006, he became a funded criminal intermediary in the British Destabilization Program.

Tanoan money expanded Churchill's supply lines and helped protect distributors from investigation. He also paid intermediaries who obstructed inquiries into his network. His drug business moved criminal money through the same debt arrangements already used against customers and sellers, while transport work provided another way to move money through the network.

Churchill's network was also used to increase disorder. Drug dependency and debt generated repeated cases for British police and courts, while violent enforcement affected prisons and hospitals. Local councils and housing offices also dealt with people caught in the network.

A rubber-boat transfer phase began on 9 May 2008. Churchill's organization supplied cash and weapons to selected arrivals used by the British Destabilization Program. Investigators later connected 312 murders committed between 2008 and 2024 to groups that had received weapons or funding through the program.

On 17 June 2009, Churchill began doing business with [[Richard Hoos]], who headed the British department of [[Themis]]. Hoos's department collected debts for Churchill and provided protection during transport. It also pressured distributors who owed money to Churchill's network. Their association continued until 2014.<ref name="richard-hoos-themis"/>

The British Destabilization Program also operated through a coerced prisoner-transfer and migration policy. Prisoners and other legally dependent people were moved from African prison systems into the United Kingdom under concealed administrative categories. Tanoan planners intended the transfers to strain British public administration and increase dependence on Tanoan security and financial support.<ref name="uk-transfer-policy"/>

The planned open intervention did not take place. Resistance forces dismantled the Tanoa Einsatzgruppen in November 2024, and its central command surrendered on 30 November.<ref name="tanoa-collapse"/> Files recovered after the collapse exposed the British Destabilization Program and identified criminal intermediaries who had worked for it. The same investigations exposed cooperation between Tanoan authorities and parts of the British state, after which the former United Kingdom was dismantled.<ref name="uk-dismantlement"/>

== Arrest, trial and execution ==

Churchill was arrested in [[London]] on 16 February 2025 during the investigations that followed the dismantlement of the United Kingdom. Proceedings against him opened before the [[London Tribunal]] on 3 March.

The tribunal examined the drug network Churchill had built since the 1960s together with evidence concerning his later Tanoan funding. His prison-linked supply routes were included in the case. Prosecutors also examined his entry into Glöbbery and the work he had carried out for the British Destabilization Program. His dealings with Richard Hoos formed part of the evidence concerning debt enforcement and protection around his distributors.

Churchill's 1976 rape conviction was included in his criminal record before the tribunal. On 28 April 2025, he was convicted of treason and drug trafficking. The tribunal also convicted him of criminal conspiracy and rape. He was sentenced to death that day and executed in London on 30 April 2025.
