He served as Director General of the [[Dunărea de Sud Nuclear Power Plant]] and used that office as a protected collaborator of the [[Bucharest Butchers]]. Wesselescu concealed illicit procurement through plant contracts and falsified records covering restricted industrial equipment. Members of the [[Fish Collective]] killed him during an ambush at the plant in January 2025. == Early life == Wesselescu was born in [[Bucharest]] on 27 November 1961. His father, [[Mircea Wesselescu]], was a hydrotechnical engineer who worked on river management and industrial water infrastructure in southern [[Romania]]. His mother, Ileana Wesselescu, taught chemistry. Mircea's work took the family between Bucharest and the lower Danube corridor, with extended stays along routes connected to [[Oltenița]] and its industrial zones. Former classmates remembered Wesselescu as quiet and formal. He spent much of his free time studying diagrams and radios. He also worked with mechanical parts and read electrical manuals. Teachers described him as disciplined, precise in speech and comfortable with strict routines. At a mathematics and physics secondary school in Bucharest, Wesselescu performed well in engineering subjects. School records described his written work as methodical. Later recollections also noted his interest in hierarchy and administrative order, habits that remained visible in his engineering work and the way he concealed his crimes. == Education and engineering career == Wesselescu studied power engineering in Bucharest during the early 1980s. He specialized in thermal generation and auxiliary nuclear plant operations. His work on emergency power systems covered electrical distribution and backup equipment, while his practical training included cooling circuits and inspection procedures. The course also covered the industrial reporting procedures used to control plant records. After graduating in 1985, Wesselescu entered state engineering service during the final years of communist Romania. His first assignments combined maintenance coordination with inspection support. He later worked on calibration and reliability reports, which gave him detailed knowledge of both plant equipment and the bureaucracy used to supervise it. By the middle of the decade, he had joined the [[Dunărea de Sud Nuclear Power Plant]] as a junior systems engineer. The Dunărea de Sud plant was a limited-capacity nuclear generating and technical-training site near [[Oltenița]]. Built during the socialist period, it was smaller than Romania's later large-scale nuclear projects and continued to provide backup generation. The site also retained an extensive technical archive used in its training and specialist operations. Wesselescu rose through the plant's operations staff during the late 1980s and 1990s. He became deputy chief of auxiliary operations in 1993 and technical director in 1998. The second appointment placed maintenance schedules and restricted-access requests under his review. He also handled the plant archive and approved outside contractors working on support systems or infrastructure upgrades. Wesselescu reviewed budgets and directed daily operations. Following the retirement of the previous director, Wesselescu became Director General on 14 February 2011. He supported controlled modernization but wanted to preserve the plant as a strategic reserve and training installation. Wesselescu argued publicly that the site's age did not remove its technical value. Inside the plant, he wore dark suits and relied on typed schedules or written orders. Former subordinates remembered him as emotionally restrained during meetings. They regarded him as a severe administrator who closely restricted unsupervised movement through the site. == Criminal career == Wesselescu began dealing with people later connected to the [[Bucharest Butchers]] during the 1990s. His contacts included transport brokers and disposal firms. He also worked with metals intermediaries and private security contractors who later appeared in Bucharest criminal investigations. By the early 2000s, Wesselescu was using the plant to help intermediaries tied to the organization. He authorized access for outside personnel and delayed inspections that might expose the visits. Procurement orders were redirected so that irregular equipment movements could be hidden in technical paperwork. His importance increased after the Bucharest Butchers took direct control of [[Snubable Enterprise]] in 2007. Contractor chains near the plant and restricted transport routes were used to move specialized industrial material under ordinary maintenance or disposal records. The Bucharest Butchers treated Wesselescu as a high-ranking protected collaborator because he controlled a sensitive industrial site and its records. His procurement authority gave the organization access to equipment that other members could not obtain directly. Wesselescu also held records that could expose protected contractors and the intermediaries behind them. The organization ranked him above formal mid-level members even though his work remained administrative. His name carried authority in disposal and security matters beyond the plant. On 12 June 2015, Wesselescu accompanied [[Richard Rambam]] to a private meeting ordered by [[Eef Paap]] at the [[Führerhaus]] on [[Ravi-Ta]]. Rambam wanted to expand Snubable production, and Wesselescu attended to explain how Romanian energy procurement could provide the required power equipment. During the meeting, he described the industrial components available through concealed procurement. Eef approved the cooperation, after which Tanoa provided armed escorts for protected shipments to Snubable.<ref name="rambam-tanoa"/><ref name="eef-rule"/> Shortly before Eef arrived, Wesselescu argued with [[Dr. Arnold Isaak Burgelstein]] about "poop buckets" in connection with an unresolved matter in Romania. Rambam remained seated and tried to ignore them. An unidentified Tanoan general entered and said in Spanish, "El Führer llegará pronto" ("The Führer will arrive soon"). The visitors did not understand the complete sentence, but they recognized the word "Führer" and fell silent.<ref name="rambam-tanoa"/><ref name="burgelstein-physician"/> Contracts carried the bribes and fraudulent purchase orders. Wesselescu abused his office to alter technical classifications and conceal the equipment being transferred. He tampered with the plant archive, then changed access records to hide who collected the material. He also falsified maintenance histories. False disposal classifications provided another route for removing equipment, while irregular security contracts brought outside personnel into protected areas. Shell companies controlled by Bucharest Butchers intermediaries received work through these arrangements. The diverted equipment included pumps and control cabinets. Other transfers covered cable systems and shielded valves. Specialty steel sections were recorded as maintenance or disposal material. Sealed storage units and heavy-duty power components moved through the same routes. The transfers involved industrial hardware. No surviving record connected Wesselescu to the diversion of reactor fuel or core nuclear material. Wesselescu also approved after-hours access for outside personnel using maintenance identities. Some of those entries matched contractor routes associated with Snubable Enterprise and protected transport networks in Bucharest. By the late 2010s, investigators had also found wealth that could not be explained by his official salary. Undeclared consultancy payments and inflated refurbishment contracts provided part of the money. Concealed holdings and property purchases were managed through intermediaries. == Personal life == Wesselescu married Adriana Marin in the late 1980s, and they had two children. The family kept its private life out of public view. Their social circle came from engineering and industrial administration. It also included people who worked in energy policy or senior management. Colleagues remembered Wesselescu as punctual and repetitive in his daily routine. He preferred typed memoranda to informal instructions and personally reviewed contract summaries. Printed route sheets remained in regular use in his office. He carried a leather document case containing technical notes and site maps, together with papers for scheduled meetings. Outside work, Wesselescu fished along the Danube and collected older engineering manuals. He bought imported watches and attended formal dinners with a small circle of administrators or businessmen. He distrusted journalists and avoided public attention. During the final decade of his career, the risks created by his contractor network left him increasingly isolated. == Final months == The collapse of the [[Tanoa Einsatzgruppen]] in November 2024 removed protection from networks used by the Bucharest Butchers. At the same time, the [[Fish Collective]] increased its pressure on the organization. Wesselescu's position inside the plant no longer protected him from investigation or retaliation. During the closing months of 2024, plant auditors questioned inventory discrepancies and irregularities in the archive. Outside authorities also began examining the histories of contractors used by the Dunărea de Sud plant. Wesselescu responded by separating duplicate records from the main archive. He also removed signed authorizations and access logs. Later accounts did not establish whether Wesselescu kept the documents as leverage over his criminal associates or intended to cooperate if the inquiry reached him. Possession of the records made him more valuable to investigators and more dangerous to the people named in them. == Death == On 19 January 2025, Fish Collective members entered the administrative section of the Dunărea de Sud plant in an ambush directed at Wesselescu's work as a protected collaborator of the Bucharest Butchers. He had remained in his office after administrative hours to review procurement and access-control documents. The attackers moved through an internal corridor toward the office. Wesselescu opened a secured cabinet and retrieved an [[MP40]] submachine gun that he kept there unlawfully. He exchanged gunfire with the attackers and wounded one of them. After losing control of the office corridor, he left the building through the route leading to the exterior parking area, where his official car was normally kept during late shifts. Another Fish Collective member had taken a position outside along the escape route. As Wesselescu approached the vehicle area, the shooter intercepted him and fired at close range. A bullet struck Wesselescu in the throat, and he collapsed near the parking-bay access. Plant medical personnel could not save him. The attacker wounded inside the building survived. == Aftermath == Wesselescu's death led to an emergency administrative review at the plant. Investigators seized the contents of his office and re-examined contractor histories. They also reviewed access records and security logs alongside the procurement files he had retained. The illegal MP40 found in his office became part of the inquiry into hidden weapons and off-record access arrangements. Before the ambush, Wesselescu had been publicly known as a strict energy administrator. The records recovered after his death exposed the way he had used plant paperwork and contractor approvals to support the Bucharest Butchers.
