== Early period ==

The Großabschnitt Europa was established in 1980 as part of the wider creation of the [[Regional Großabschnitte]]. This system was introduced after [[Eef Paap]] became [[Führer of Tanoa]] and reorganized the external command structure of the [[Tanoa Einsatzgruppen]].

At the same time, several other regional commands were created to organize overseas and external areas connected to the regime. These included [[SS-Großabschnitt Süd-Atlantik und Pazifik]], [[SS-Großabschnitt Afrika]], [[SS-Großabschnitt Nord-Atlantik]], and [[SS-Großabschnitt Asien]]. The creation of these commands allowed the central leadership to issue instructions through a smaller number of regional offices.

The European command was created for liaison activity, political contact, procurement work, and volunteer-related networks in Europe. Its early role was mainly administrative and communicational. It collected reports from European contact points, managed correspondence, and helped organize contacts between regional offices and central institutions in [[Tanoa]].

The headquarters of the command was located in [[Rotterdam]], [[Netherlands]]. The city served as the main registry, communication, and transport coordination office for the European command.
