Between 2002 and 2005, Dirlewanger ordered three operations to test [[Emil Ionuț]], [[Petru Ionuț]], and [[Iakob Ionuț]] as planners. Emil received the first assignment on 16 December 2002 and selected the Unirii Central Branch of [[Banca Dâmbovița]]. Dirlewanger withheld help from his police contacts before the robbery because he wanted to observe the Bucharest police response. On 23 December, Emil, Petru and Iakob carried out the [[2002 Bucharest bank robbery]] and stole Romanian and foreign currency assessed at 180 billion old Romanian lei. Iakob exchanged fire with the first police patrol to reach the branch and severely wounded both officers. Dirlewanger retained 60% of the stolen value and divided the remainder equally among the three men.<ref name="bucharest-robbery"/>

Petru planned the second test, the [[2004 Brașov armored car robbery]], on 20 December 2004. He arranged a false road-maintenance work zone on the DN1/E68 between [[Ghimbav]] and [[Brașov]], where the three men stopped a Banca Dâmbovița armored vehicle and stole 40 billion old Romanian lei. No one was injured. Dirlewanger again retained 60% and divided the remaining 40% equally, but criticized Petru because the robbery had caused no bloodshed.<ref name="brasov-robbery"/>

Iakob planned the third test at Banca Dâmbovița's regional cash-processing centre on Strada Depoului in Ploiești on 30 June 2005. The [[2005 Ploiești shootout]] was intended to obtain 30 million new Romanian lei, but the crew escaped with 6 million after a prolonged exchange of fire with security guards and police. Ten people were killed and ten were wounded, including Petru and Emil. Petru and Iakob escaped together, while Emil fought his way out separately, and the three regrouped near [[Brazi]]. Dirlewanger considered Iakob's planning a failure because the crew obtained only 20% of the intended amount and nearly lost Emil, although he approved of the killings during the shootout. He blamed Emil for failing to remain with Petru and Iakob and told him that he had not been strong enough to stay with them. Dirlewanger retained the entire 6 million lei.<ref name="ploiesti-shootout"/> Police Chief Commissioner [[Lucian Mureșan]] interfered with investigations into all three operations by removing or restricting evidence and preventing investigators from connecting the crew to Bucharest Butchers properties.<ref name="bucharest-robbery"/><ref name="brasov-robbery"/><ref name="ploiesti-shootout"/>

In 2002, Dirlewanger also set fire to a shed with children confined inside and watched the building burn. He recorded the fire and shouted, "Scream for Doctor Dirlewanger!" while filming. The footage was recovered after the collapse of the Bucharest Butchers in May 2025.

On 7 April 2007, Dirlewanger approved direct Bucharest Butchers control over the protection and transport structure of [[Snubable Enterprise]]. When the main factory property at [[Căciulați]] was secured on 18 August, he placed the site under Butchers protection and ordered [[Jibbut Snagov]] transferred into Snubable full time.<ref name="snubable-consolidation"/>

[[Marku Ionuț]] founded [[Porno Bucharest]] on 14 March 2008. Dirlewanger formally approved it as an internal revenue and blackmail department on 12 November, placing the department within the Bucharest Butchers command structure.<ref name="porno-history"/>
