Snubable Enterprise and representatives of the Tanoa Einsatzgruppen prepared the first memorandum for [[California 2040]] on 12 October 2021. The proposal called for an underground cloning and hybrid-research complex in [[California]] by 2040. Snubable would provide biological and industrial systems developed in Romania. The Tanoa Einsatzgruppen was expected to protect the complex, while Bucharest Butchers infrastructure was intended to support the project outside Romania. Rambam ordered Snagov to design the proposed facility's security architecture. Snagov based the plan on systems used at Snubable's Romanian facilities. He opposed California 2040 but completed the work under Rambam's orders.<ref name="jibbut-later"/> A revised memorandum circulated on 14 January 2024, enlarging the proposed complex and expanding its industrial functions. The project never advanced beyond planning.
