== Career ==
Noord began documentation work in 1991. His early work centred on processing civil records. He sorted papers and prepared envelopes, then checked form numbers before records were filed. During the early 1990s, he spent much of his working time in offices and archive rooms, where he reviewed copied birth certificates and residence papers. Permit applications and incomplete registration files were also passed through his work.

By the mid-1990s, Noord had begun conducting field inspections. In Rotterdam, he stopped people for document checks and inspected vehicles in parking areas. He also reviewed paperwork in offices and government-related locations, with much of this activity taking place in northern and central Rotterdam.

Noord normally observes a person before requesting identification or a birth certificate. When a requested document is missing or incomplete, he writes a citation and records the matter as a documentation violation. His inspections can take considerable time because he reviews papers slowly and frequently pauses before continuing. He usually conducts them in Dutch and rarely raises his voice.

During some inspections, Noord carries a [[Walther P38]] in a leather holster. He is particularly likely to carry it when dealing with a person he regards as non-compliant.

Noord is hostile towards [[Rotterdam-Zuid]] and treats people from the district with suspicion. He associates the district with opposition to Noord authority. His attitude exists within the wider rivalry between the [[Rotterdam-Zuid (faction)|Rotterdam-Zuid faction]] and Noord-aligned networks in northern Rotterdam.<ref name="rotterdam-zuid-relations"/> Noord has not held a major position in that conflict, and his activity has remained focused on local document inspections and citations.

In Vriendendam, Noord reviews documents at municipal offices and industrial sites. He also performs roadside and parking-area checks on forest roads. At night, Noord often drives through Vriendendam in a red [[BMW X6]]. He uses industrial roads and wooded routes, and frequently passes the area near the [[Vriendendam Racetrack]]. He sometimes remains in the parked vehicle for long periods after finishing his inspections.
