== Formation of the Fish Collective ==

In 2019, John Hugerinus Paap was approached by his cousin [[Mark Hugerinus Paap]] with a proposal to establish a decentralized resistance network. The organization operated without formal hierarchy, centralized command, or territorial control.

Between 2019 and 2020, the network functioned without a public name and focused on intelligence gathering, surveillance, and the establishment of trusted contacts. In 2021, the group formally adopted the name [[Fish Collective]]. The term “Fish” referenced the founders’ familial maritime background, while “Collective” reflected the absence of formal leadership structures.

Although Mark Hugerinus Paap became the primary symbolic figure of the organization, John played a significant role in coordination, planning, and external support.
