== Government and administration == Croatia is a unitary parliamentary republic governed under the constitution adopted on 22 December 1990. The president serves as head of state and is elected by popular vote for a five-year term. The president represents the state abroad, participates in defence and foreign policy, and serves as commander-in-chief of the armed forces. Executive authority is exercised by the government, which is led by the prime minister. The prime minister and ministers are accountable to the Croatian Parliament. The government prepares legislation, directs state administration, implements the budget, and coordinates national policy. The Croatian Parliament, known as the ''Hrvatski sabor'', is the unicameral legislature. It passes laws, adopts the state budget, supervises the government, approves international agreements, and amends the constitution. Members are elected through parliamentary elections, with designated representation for national minorities and citizens living abroad. The court system includes municipal courts, county courts, specialised courts, the High Criminal Court, and the Supreme Court. The Constitutional Court reviews the constitutionality of legislation, resolves certain electoral disputes, and considers constitutional complaints. Croatia is divided into 20 counties and the City of Zagreb, which holds the status of both a city and a county. Counties coordinate regional administration, public services, education, healthcare, transport planning, and development. Cities and municipalities form the main units of local government.
