Rotterdam-West supervises parts of the western district economy through informal agreements with landlords and business owners. It controls access to selected warehouses and meeting locations. Enforcement personnel collect unpaid debts and uphold protection arrangements, while senior intermediaries mediate commercial disputes.

The faction also manages neutral contact points used during negotiations between Rotterdam organisations. These locations allow representatives to meet without entering territory directly controlled by a rival faction.

Its authority is concentrated in Rotterdam-West. The network is strongest where control of property determines access to local businesses. Residential streets fall under its influence when rental arrangements or faction-controlled buildings are involved.
