== Campaign against the Soulshredders ==
After the Brașov campaign, Vlădescu identified the Cluj-Napoca Soulshredders as the final organization capable of challenging Bucharest Butchers influence across Romania. Secția Roșie mapped its personnel and properties during 1988. On 14 March 1989, the unit attacked a vehicle yard in [[Turda]] and captured documents describing Soulshredders transport routes. Explosives destroyed ''Casa Someșului'', a Cluj-Napoca restaurant used for collections and meetings, on 22 April. The unit destroyed ''Hanul Turzii'' near Turda on 17 June. Vulturescu prepared the charges for both restaurant attacks, while Vlădescu selected their timing. Dirlewanger suspended large attacks from 1 July 1989 until the end of 1991 because the bombings had attracted police attention.

During the [[Romanian Revolution]] in December 1989, Secția Roșie seized weapons and vehicles from unsecured state stores. The unit obtained a freight warehouse near Cluj-Napoca railway station in May 1990. On 16 May 1992, it seized railway-smuggling routes used by the Soulshredders, ending their access to revenue and supplies through the network.

On 18 September 1993, Vlădescu directed the bombing of ''Restaurantul Arieș'' in Turda. He led an attack on a Soulshredders apartment property in [[Mănăștur]] on 4 November 1994 and killed its senior commander. On 22 June 1996, Secția Roșie attacked a wedding in [[Gilău]] attended by Soulshredders and their families. Municipal records obtained on 12 November 1997 revealed that Soulshredders leader [[Grigore Cebotari]] controlled a disused factory in the Iris district of [[Cluj-Napoca]]. Secția Roșie had 60 members by 1998. Vlădescu selected 34 of them for the final assault.
