== Conflict with the Fish Collective ==

Opposition to Eef's government became increasingly organized during the 2010s. In 2019, Mark Hugerinus Paap and [[John Hugerinus Paap]] established the Fish Collective after Mark's attempt to enter Tanoa to investigate [[Air Fiji Flight 27]].<ref name="tanoa-2010s"/>

The Fish Collective developed into one of the main organized threats to the regime. Its members collected information about the Tanoan command system and supported resistance contacts. By the early 2020s, its cells were carrying out operations against senior officials and administrative targets.<ref name="fish-tanoa"/>

In August 2024, John Hugerinus Paap killed [[Daniel Paap]], who had served as [[Deputy Führer of Tanoa]]. Fish Collective operations continued after John's death later that month. By November, attacks against senior officials had begun to disrupt the regime's central command structure.<ref name="fish-tanoa"/>
