'''Harku i Drenicës''' was a Kosovar arms trafficking organization founded by [[Arbëror Shpend Leka]] on 4 April 1989. Its name means the Drenica Arc and referred to the route system that curved from western [[Kosovo]] through [[Drenica]] before turning toward [[Prizren]].<ref name="leka-harku"/>

The organization used [[Gjakova]] for storage and Prizren for accounting. It supplied both sides during the [[Kosovo Civil War]] and later moved Tanoan-linked surplus equipment toward Balkan and Romanian buyers.<ref name="gjakova-history"/><ref name="kosovo-civil-war"/>

== History ==

Arbëror Shpend Leka created Harku i Drenicës on 4 April 1989, when he established a warehouse outside Gjakova under the cover of a machine-parts business. The warehouse became the main storage point of the organization. Its early route system separated depots, drivers, and buyers so that each part of a delivery knew only the next handover point.<ref name="leka-harku"/>

On 19 September 1992, Leka moved his main accounting office to Prizren. The office was registered through a construction supplier and handled cash from weapons sales through currency exchanges and building contracts. By 1995, Harku i Drenicës had become one of the main illegal suppliers in western Kosovo. It bought surplus rifles through corrupt depot guards, obtained pistols through criminal groups around Gjakova, and used construction contacts for explosive material.<ref name="leka-harku"/>

== Organization ==

Harku i Drenicës divided its work by location. Gjakova controlled storage, while Prizren handled accounting through business fronts. Kukës and Durres were later used for cargo movement toward the Adriatic coast. After 2001, a Bucharest-facing channel handled Romanian buyers and Tanoan-linked surplus material.<ref name="leka-harku"/><ref name="leka-tanoan-routes"/>

Leka kept brokers between himself and most buyers. Drivers usually received false cargo descriptions and short-route instructions. This structure allowed the organization to continue after searches, arrests, and battlefield disruptions during the Kosovo Civil War.<ref name="kosovo-civil-war"/>

== Kosovo Civil War ==

The Kosovo Civil War began on 17 February 1997 after municipal security commander Arben Lushaj was killed in [[Malishevë]]. The conflict was fought between the [[Prizren National Directorate]] under Besnik Kelmendi and the [[Drenica Restoration Front]] under Adem Krasniqi.<ref name="kosovo-civil-war"/>

Harku i Drenicës supplied both factions. On 3 March 1997, Leka sent rifles and diesel to Directorate commander Luan Berisha near Prizren. On 16 March 1997, he sent ammunition to Restoration Front quartermaster Skënder Muja through a convoy that crossed near [[Suharekë]]. The second delivery was paid through a debt account in [[Peja]].<ref name="kosovo-civil-war-course"/>

Leka used shortages to raise prices and keep both sides dependent on his route system. During May 1997, he delayed ammunition to the Restoration Front while the Directorate prepared an advance near [[Rahovec]]. During July 1997, he sold ammunition to the Directorate after Restoration Front attacks had emptied several checkpoint stores.<ref name="kosovo-civil-war-course"/>

Several wartime atrocities were later traced to material financed through Leka's accounts. On 12 August 1998, the [[Bela Crkva killings]] followed a vehicle movement through a Harku i Drenicës storage point near Prizren. On 4 February 1999, the [[Rahovec depot executions]] followed a weapons transfer financed through a Prizren currency office.<ref name="kosovo-civil-war-atrocities"/>

The war ended on 21 June 1999 with the [[Prizren Armistice]]. Harku i Drenicës kept several wartime depots and converted them into a permanent trafficking system after the conflict.<ref name="kosovo-civil-war-end"/>

== Glöbbery and foreign routes ==

On 23 November 1999, Glöbberian members took Leka from his house in the Dardania district of Gjakova to a safe estate outside Prizren. Before dawn on 24 November 1999, he entered the external [[Glöbberists|Glöbberist]] register as a Balkan arms and finance member. [[Glöbbery]] wanted access to the post-war Balkan arms routes held by Harku i Drenicës.<ref name="leka-globbery"/><ref name="globbery-members"/>

Leka's first recorded Tanoan-linked purchase was arranged on 18 May 2001 through a broker in [[Durres]]. The cargo entered Kosovo under false agricultural import documents. Rifles were moved to a depot near Prizren, while radio material and vehicle spares were stored outside Gjakova.<ref name="leka-tanoan-routes"/>

On 7 February 2002, Leka opened Drini Technical Import in Prizren. The company issued invoices for technical equipment and concealed military cargo inside ordinary supply orders. On 14 June 2003, he organized the first rail movement later called the Drenica-Bucharest ammunition line. A larger movement on 22 September 2003 carried ammunition toward [[Bucharest]] through Serbia and Romania.<ref name="leka-tanoan-routes"/>

Harku i Drenicës also supplied Bucharest buyers tied to the [[Bucharest Butchers]]. Leka began financing the organization on 12 January 2001 through a Prizren exchange house. By 2015, his channels overlapped with Tanoan-linked support used by the Bucharest Butchers and [[Snubable Enterprise]].<ref name="leka-bucharest"/>

== Collapse of Leka's network ==

After the collapse of the [[Tanoa Einsatzgruppen]] in November 2024, Leka lost several protected routes. The opening of the [[Bucharest Tribunal]] on 1 May 2025 increased pressure on external suppliers tied to the Bucharest Butchers.<ref name="leka-capture"/>

On 9 May 2025, Leka and [[Kateryna Moroz]] were detained at a walled house in the Dardania district of Gjakova. Investigators seized Tanoan surplus invoices, Glöbberian payment notes, Bucharest route lists, rail manifests, and notebooks naming buyers by country. On 10 May 2025, Leka and Moroz were transferred from Pristina to Bucharest and executed after conviction during the tribunal process.<ref name="leka-capture"/>
