Luger Noord

Luger Noord (born 21 May 1968), also known as Lugertje, is a Dutch civil documentation worker and member of the Noord family. He has worked for the Stichting Noord Registratiebureau since 1991, holding positions in registry filing and certificate review. Noord is the son of Hendrik van Noord and the younger brother of Walter Noord.

Early life

Luger Noord was born on 21 May 1968 in Rotterdam, Netherlands, and grew up there with his older brother Walter. During their childhood, the brothers regularly bothered residents by asking them about papers and certificates. They developed a game called Birth Certificate, in which they asked residents to show their birth certificates. After receiving a document, they tore it apart and ran away. The game resulted in complaints from residents.

At school, Noord argued with teachers when he considered their instructions unclear and often refused to change an answer once he believed it was correct. He preferred written work to class discussion and developed a habit of checking names and dates on school forms. As a teenager he became quieter, although he remained difficult to direct. He continued spending much of his free time with Walter in Rotterdam and Vriendendam.

By 1983, the brothers were spending time around municipal buildings and asking staff about certificate forms. In 1984, Luger entered a municipal registry office in Vriendendam with Walter and argued with staff about the wording of a birth certificate form. He refused to leave after being ordered out of the office, and local police removed him from the building. Noord was arrested and released after questioning.

Career

Noord began working at the civil registry section of the municipal administration in Rotterdam in 1986. As a junior clerk, he received applications and located the corresponding birth records. Certificate copies were then prepared for review by senior staff.

In 1988, he transferred to the municipal registry office in Vriendendam, where he divided his work between the public counter and the records room. He processed requests for copies of birth certificates at the counter. In the records room, he sorted older registry files and prepared folders for review. His work also covered family registration records and identity documentation used by local authorities, with address records forming part of the files he handled.

From 1989 to 1991, Noord concentrated on older birth records. He located missing certificate copies and checked their registry references. Material was then prepared for residents requesting older civil documents.

Walter Noord founded the Stichting Noord Registratiebureau in 1991. Luger joined the organization in the same year as a civil documentation worker. During its early years, he helped establish the bureau's filing system in Vriendendam by arranging older civil papers according to family name and registry number. Birth-certificate and family-registry material was incorporated into the archive, while Noord also processed document requests submitted to the bureau.

In 1996, Noord became a registry file clerk. He handled cases in which registry information was missing or contradictory, along with files containing incomplete certificate copies. His internal notes recorded the source and registry number of each document before identifying the part of the record that required further review.

Noord moved to the bureau's certificate review desk in 2001. He compared submitted copies of birth certificates and family records with material already held in the archive. Older municipal extracts were also examined during these reviews. When documentation was incomplete, he requested additional material from the person or office that had submitted the file.

In 2004, Noord became a senior file worker. His cases included older birth-certificate and family-registry material from Rotterdam and Vriendendam. He also trained newer clerks in the bureau's filing system and archive procedures. During the 2010s, much of his work concerned long-running file reviews and older registry material. He prepared document summaries and checked certificate references before files were passed to Walter or another senior member of staff. Noord remained part of the bureau's administrative staff after 2020.

Personal life

The nickname Lugertje is used by Noord's relatives and people around the Noord family. He has a dry and direct manner of speaking and usually communicates in short sentences. He tends to keep conversations focused on practical matters.
