Erik Paap (born 17 August 1963) is a Dutch former Themis administrator and drug dealer from Vriendendam, Netherlands. He lived in Rotterdam while working as a board member and the head of the Rotterdam office of Themis from 2004 to 2013. After returning to Vriendendam in 2013, he began using cannabis, developed an addiction and became a cannabis dealer. He has been arrested several times for cannabis-related offences and has been convicted twice.

Career

Paap was born in Vriendendam on 17 August 1963. He later moved to Rotterdam and joined Themis in 2004. Themis operated as a foundation representing the interests of prisoners and former prisoners. Paap served on its board and managed its Rotterdam office, placing him among the senior personnel responsible for the foundation's work in the city.

Paap left Themis in 2013 and returned to Vriendendam. After his return, he began using cannabis and developed a long-term addiction. He subsequently became involved in the cultivation and sale of cannabis. He later began living in the forest area of the Hoge Veluwe, where he used wooded areas and temporary shelters instead of maintaining a fixed house in the town centre.

Criminal activity

Paap sells cannabis in Vriendendam. His offences include cannabis possession, possession with intent to supply cannabis, the sale and delivery of cannabis, and the cultivation of cannabis plants. His cannabis addiction is part of his daily life and is directly connected to his criminal activity, as he both uses and sells the drug.

Paap has been arrested multiple times during police actions against cannabis dealing. Police searches found cannabis in his possession, cannabis stored for sale and plants kept for cultivation. Other arrests concerned direct sales of cannabis to buyers in Vriendendam.

Paap was convicted twice for cannabis offences. The convictions concerned possession with intent to supply cannabis and the sale and delivery of cannabis. His other arrests for cannabis possession and cultivation did not all result in separate convictions. He remains alive and lives in Vriendendam.
