== Formation ==
The organization originated in 2019 when Mark Hugerinus Paap proposed the creation of a loosely structured resistance network to John Hugerinus Paap. The network was designed to function without formal hierarchy, centralized command, or territorial administration.

During this early period, the group had no public name. Its activity focused on intelligence gathering, surveillance, movement of information, and the establishment of trusted personal contacts. The organization relied on secrecy and compartmentalization, with participants operating in small groups or as individual contacts rather than as members of a formal military structure. The early Fish Collective avoided public claims of responsibility. This allowed the network to gather information on the Tanoa Einsatzgruppen and its connected institutions while limiting exposure of members and supporters.
