Fish Collective
The Fish Collective is a decentralized clandestine organization founded in 2019 by Mark Hugerinus Paap and John Hugerinus Paap. The group adopted its formal name in 2021, coinciding with a transition toward direct action and public exposure of high-ranking members of elite criminal and paramilitary structures. The organization later played a central role in the collapse of the Tanoa Einsatzgruppen and the destruction of the Bucharest Butchers during 2024–2025.
Formation and early activity (2019–2020)
[edit | edit source]The organization originated in 2019 when Mark Hugerinus Paap proposed the creation of a loosely structured network to his cousin John. The intent was to establish a system capable of operating without formal hierarchy, centralized command, or territorial control.
During this early period, the network operated without a public name and focused on intelligence collection, surveillance, and the establishment of trusted personal connections. Activities were conducted covertly, and no public claims were made.
Name and symbolism
[edit | edit source]The name Fish Collective was adopted in 2021. The term Fish derives from the founders’ familial background: their fathers were ship captains who spent much of their lives at sea, a shared reference that became a symbolic identifier for the group. The word Collective reflected the organization’s self-description as a voluntary association of individuals acting in coordination rather than under formal command.
At this stage, Mark Hugerinus Paap emerged as the primary symbolic figure of the organization. While he did not exercise formal authority, his status and visibility functioned as the closest approximation to hierarchy within the group.
Organizational structure
[edit | edit source]The Fish Collective maintained a deliberately minimal internal structure. Its organization was characterized by:
- Autonomous, compartmentalized cells
- Informal coordination based on personal trust
- Absence of a formal chain of command
- Symbolic centrality rather than institutional leadership
Operational decisions were made locally, and participation remained voluntary.
Strategic escalation and operations
[edit | edit source]Following its public identification in 2021, the Fish Collective escalated its activities. Members began targeting high-ranking individuals within elite criminal and paramilitary networks while also releasing information intended to expose those individuals publicly.
Between 2024 and 2025, actions attributed to the Fish Collective contributed to:
- The collapse of the Tanoa Einsatzgruppen
- The dismantling of the Bucharest Butchers
- The exposure and removal of senior elite figures across Europe
Operations emphasized mobility, decentralization, and the use of exposure as a destabilizing mechanism alongside direct action.
Final operation of Mark Hugerinus Paap (November 2024)
[edit | edit source]Mark Hugerinus Paap’s final operation began in the afternoon of 23 November 2024 in southern Tanoa and concluded in the evening of 24 November 2024. According to accounts written by accompanying resistance members who survived the operation, Mark departed from a camp located southeast of Georgetown and moved northward on foot through dense jungle terrain.
The route circled the slopes of Mont Tanoa, avoiding official checkpoints and patrol routes. A small number of resistance members accompanied Mark during this phase. During the night, the group encountered heavy rainfall. At approximately 02:00 AM, they halted briefly, sheltering beneath a fallen tree. During this pause, they heard distant vehicle engines and intermittent gunfire. The same accounts state that the group encountered and documented a nest of dinosaur eggs along the route.
In the early morning hours, the group reached Petit Nicolet, where they were observed by a patrol vehicle. An alarm was raised, and security forces guarding the surrounding area were mobilized. At a small pier in Petit Nicolet, a boat had been prepared in advance. Mark unloaded all of his equipment onto the vessel. The accompanying resistance members remained behind while Mark departed alone.
Mark was pursued by naval units. Later-surrendered Kriegsmarine personnel said that Mark diverted toward Vatu, a small, fog-prone island known for dense vegetation and dinosaur presence. No direct records exist of events on Vatu. Shortly thereafter, Mark appeared on the nearby shore of Ipota.
On Ipota, Mark infiltrated the area surrounding the villa of Eef Paap. Accounts indicate that he engaged and killed most of the guarding personnel; no confirmed survivors were recorded, apart from a single guard. Inside the villa, Mark and Eef Paap engaged in a firefight. Mark sustained gunshot wounds to the stomach and shoulder. Eef Paap was also injured and attempted to withdraw. At that point, Mark shot Eef Paap in the head, killing him instantly.
Following the encounter, Mark left the villa area. He later collapsed and died from his injuries on the beach of Ipota on the evening of 24 November 2024.
Deaths of the founders

Aftermath
[edit | edit source]Following the deaths of its founders, the Fish Collective did not formally disband. Instead, it fragmented into semi-independent cells that continued operations with varying levels of coordination.
Mark Hugerinus Paap remains a central symbolic figure in the organization’s legacy. His name continues to be referenced by successor cells, though the long-term cohesion and future direction of the Fish Collective remain uncertain.
