== Functions ==

The office was responsible for maintaining population registries, residence files, identification records, and internal administrative classifications. It recorded personal information, residence status, labor assignment, movement permissions, and official classifications used by other state institutions.

The office also supported the enforcement of registration laws. It provided records used by the [[Ordnungspolizei]], [[Sicherheitspolizei]], and other security bodies during inspections, transport controls, and investigations. In this role, it acted as a link between civil administration and enforcement agencies.

A major part of its work involved documentation systems used to regulate native inhabitants of Tanoa and other populations placed under special administrative control. The [[Neger Buch]] was one of the best known documents connected to this system. The office maintained related records and helped integrate them into wider files used for labor, residence, and movement control.

The office also issued administrative instructions to regional authorities concerning registration requirements, address changes, identity verification, and record correction procedures. These instructions were used to keep local offices aligned with central policy.
