Amt für Bevölkerung und Ordnung (English: Office for Population and Order) was a central administrative office of the Government of the Tanoa Einsatzgruppen. It was responsible for population records, residency regulation, civil documentation, and internal administrative order within territories governed by the Tanoa Einsatzgruppen.

The office formed part of the regime's wider population administration system. It worked with the Allgemeine SS, the Ordnungspolizei, the Rasse- und Siedlungshauptamt, and other administrative bodies to maintain registration records, enforce residency controls, and support internal regulation. Its work was closely connected to compulsory documentation systems such as the Neger Buch, which was used to record and monitor native inhabitants of Tanoa and other people classified under the regime's population policies.

History

The Amt für Bevölkerung und Ordnung was established in 1976, during a period when the Tanoa Einsatzgruppen expanded its population registration and internal control systems. Its creation followed the introduction of more formalized identity records, residence controls, and administrative classification procedures.

Before the office was established, population control was handled through several overlapping institutions, including local administrative offices, security units, and departments of the Allgemeine SS. The creation of a central office allowed the regime to standardize population records and connect civil documentation with policing, labor allocation, and movement regulation.

During the rule of Eef Paap, the office became an important part of the internal administrative structure. It supported the wider system through which the regime linked identity documents, work status, residence permissions, and financial access. These systems allowed the government to monitor individuals and restrict movement across areas under Tanoan control.

The office remained active until the collapse of the Tanoa Einsatzgruppen in November 2024.

Organization

The Amt für Bevölkerung und Ordnung operated from Georgetown, where central records and administrative files were maintained. It functioned within the government structure of the Tanoa Einsatzgruppen and coordinated with several institutions responsible for enforcement, civil administration, and demographic classification.

The office did not operate as an independent ministry. It functioned as a specialized administrative authority within the broader government system. Its work overlapped with the Reichsministerium für Öffentliche Verwaltung in matters of public administration, the Tanoanische Wirtschaftsverwaltung in matters involving labor and financial status, and the Ordnungspolizei in matters involving document inspection and local enforcement.

Local administrative branches collected information from residents, workplaces, police reports, and regional offices. These records were sent to central archives in Georgetown, where they were processed and stored as part of the regime's population registry.

Functions

The office was responsible for maintaining population registries, residence files, identification records, and internal administrative classifications. It recorded personal information, residence status, labor assignment, movement permissions, and official classifications used by other state institutions.

The office also supported the enforcement of registration laws. It provided records used by the Ordnungspolizei, Sicherheitspolizei, and other security bodies during inspections, transport controls, and investigations. In this role, it acted as a link between civil administration and enforcement agencies.

A major part of its work involved documentation systems used to regulate native inhabitants of Tanoa and other populations placed under special administrative control. The Neger Buch was one of the best known documents connected to this system. The office maintained related records and helped integrate them into wider files used for labor, residence, and movement control.

The office also issued administrative instructions to regional authorities concerning registration requirements, address changes, identity verification, and record correction procedures. These instructions were used to keep local offices aligned with central policy.

Role within the regime

Within the Government of the Tanoa Einsatzgruppen, the Amt für Bevölkerung und Ordnung served as the main office for population administration and internal civil order. It did not command military forces, but its records were used by police, security, labor, and financial institutions.

The office helped connect daily administration with the wider system of control used by the regime. Population records affected access to employment, movement, housing, rationing, and financial services. Because of this, the office had influence beyond ordinary record keeping.

Its role also showed the close relationship between bureaucracy and enforcement in the Tanoan system. Administrative records were not limited to civil documentation. They formed part of a wider state mechanism used to classify, monitor, and restrict people living under Tanoan rule.

Dissolution

The Amt für Bevölkerung und Ordnung ceased to operate during the collapse of the Tanoa Einsatzgruppen in November 2024. After the death of Eef Paap and the breakdown of central authority, the office lost the command structure required to maintain its records and enforcement procedures.

By 30 November 2024, the office had formally ceased to exist. Surviving records from its archives were later examined as part of broader investigations into the administrative structure of the regime.
