The Großabschnitt Afrika (English; Greater District Africa) was the regional command of the Tanoa Einsatzgruppen in Africa. It served as the office for all African countries under the rule of the Tanoa Einsatzgruppen and was responsible for coordinating political, administrative, and security operations. It was set up in 1980 by Eef Paap to unify the split puppet countries (Liberia, Namibia in 1994, Rwanda and Jubaland in 1991) under one command for direct coordination. This office is directly responsible for the atrocities committed at the Annobón transit camp by the Bau-einsatz.

Early period

The Großabschnitt Afrika was established in 1980, two weeks after Eef Paap became Führer of Tanoa. Because Eef Paap had only recently taken power and was still a child, the creation of the new territorial command system was carried out with assistance from Jan Paap.

At the same time, several other Großabschnitte were established to organize the overseas territories of the Tanoa Einsatzgruppen. These included SS-Großabschnitt Süd-Atlantik und Pazifik, SS-Großabschnitt Europa, SS-Großabschnitt Nord-Atlantik, and SS-Großabschnitt Asien.

The creation of these regional commands allowed the regime to centralize administration and military coordination across different continents. The Großabschnitt Afrika was responsible for supervising operations in African territories connected to the regime.

The headquarters of the command was located in Monrovia, Liberia, which had already been under the influence of the Tanoa Einsatzgruppen since 1974.

Expansion and operations

During the 1980s and 1990s, the Großabschnitt Afrika expanded its administrative and military presence across territories in Africa that were under the influence of the Tanoa Einsatzgruppen. The office coordinated the establishment of military bases, administrative barracks, and logistical infrastructure intended to support the regime’s long-term control of the region.

The command focused on enforcing what the regime described as the "Golden order". This included the suppression of resistance groups, the destruction of villages that were considered hostile to the regime, and the expansion of security patrols and military installations across the territories under its authority.

Children in the controlled areas were subjected to indoctrination programs organized by regional administrative offices and security units. These programs were intended to prepare young recruits for future service within the institutions of the Tanoa Einsatzgruppen.

In 2003, the Annobón transit camp was established under the supervision of the Großabschnitt Afrika. The camp functioned as a detention and transfer facility connected to the regime’s population control and forced labor systems. Construction and maintenance of the camp involved units of the Bau-einsatz.

During this period, members of the Féminas-abteilung Nacional de Eef Paap also visited territories under the Großabschnitt’s administration. Contemporary reports described these visits as "pleasure tourism". Several investigations after the collapse of the regime reported that women and children were abducted during some of these visits.

Concentration camps in Africa

Throughout the later decades of the Tanoa Einsatzgruppen regime, the Großabschnitt Afrika supervised a network of concentration camps across several African territories under its authority. These camps were used for forced labor, detention of political prisoners, and the punishment of individuals accused of resisting Tanoan rule.

Many camps were constructed during the 1990s and 2000s as the regime expanded its security and population control systems in the region. Prisoners were often transported between camps through transit facilities such as the Annobón transit camp.

One of the most notorious facilities was Gbarnga death camp. Although the camp operated under the authority of the Tanoa Einsatzgruppen, much of its day-to-day administration was carried out by Liberian collaborators who supported the regime. These local administrators worked together with the Bau-Einsatz.

After the collapse of the Tanoa Einsatzgruppen in 2024, investigations revealed that several camps across Africa had been used for forced labor projects, detention of civilians, and executions. Many sites were abandoned during the final months of the regime.

Later years

During the 2010s and early 2020s, the Großabschnitt Afrika continued to function as the main administrative office of the Tanoa Einsatzgruppen in Africa. The command coordinated security forces, infrastructure projects, and population control systems across territories connected to the regime.

Military bases, training facilities, and administrative barracks were expanded during this period, particularly in areas used for logistics and regional security operations. The Großabschnitt also supervised cooperation with local governments and militias that supported Tanoan rule.

By the early 2020s the office was led by Quique Miguel Ponce, who held the rank of Oberstgruppenführer. From its headquarters in Monrovia, Liberia, the command coordinated communication between African territories and the central leadership of the regime in Tanoa.

The Großabschnitt Afrika remained active until the collapse of the Tanoa Einsatzgruppen in November 2024.

Structure

The command operated under the authority of the Oberkommando der Tanoa Einsatzgruppen and maintained its headquarters in Monrovia, Liberia.

Governance and administration

The Großabschnitt Afrika functioned as the regional administrative command responsible for implementing the political and legal directives of the Tanoa Einsatzgruppen within territories under its authority in Africa. It did not operate as an independent legislative body. Laws, political regulations, and administrative policies were issued by the central institutions of the regime in Tanoa.

Legal and administrative frameworks applied in African territories were typically developed by institutions such as the Amt für Staatliche Rechtsordnung, which oversaw legal policy, and the Amt für Regionale Politische Verwaltung, which coordinated territorial governance across regions under the control of the regime. Diplomatic coordination with puppet governments and allied administrations was handled by the Amt für Außenpolitische Angelegenheiten.

Within Africa, the Großabschnitt Afrika supervised the practical enforcement of these directives. Political administrators, military commanders, and security officials working under the regional command were responsible for implementing state policies, coordinating local administrations, and maintaining communication between territorial authorities and the central leadership in Georgetown, Tanoa.

In several territories local collaborators and puppet governments continued to operate limited civil administrations. These administrations remained subordinate to the regional command and were required to follow directives issued through the Großabschnitt. Political supervision was often carried out through administrative offices and party representatives connected to the ruling NSTAP.
