== Structure ==
The Fish Collective maintained a deliberately minimal internal structure. It operated through autonomous and compartmentalized cells, with coordination based on personal trust and shared objectives. There was no formal chain of command, fixed headquarters, public membership registry, or territorial government.

Operational decisions were generally made locally. Members and affiliated cells selected targets, collected information, and coordinated actions according to available intelligence and local conditions. This structure made the organization difficult to dismantle through the arrest or death of a single leader.

The group’s structure differed from the centralized systems it opposed. The Tanoa Einsatzgruppen relied on the [[Führer of Tanoa]], the [[Deputy Führer of Tanoa]], the [[Oberkommando der Tanoa Einsatzgruppen]], ministries, paramilitary offices, and territorial command systems. The Fish Collective operated through small cells, informal contacts, and symbolic unity rather than through a state-like command system.
