These arrangements were inconsistent and depended heavily on individual commanders. The creation of a central office allowed the party to maintain standardized political security records and internal review procedures. During the 1950s and 1960s, the office became closely connected to the expansion of party membership and civil administration. Officials entering administrative service were often reviewed through political security procedures before being approved for promotion or sensitive assignments.
