Walter Noord (born 11 May 1964) is a Dutch civil registrar and documentation inspector. He previously served as a uniformed police officer in Rotterdam from 1982 to 1985. Noord founded the Stichting Noord Registratiebureau in Vriendendam in 1991 and continued working with birth certificates and civil registry records through the organization. He is a member of the Noord family.

Early life

Walter Noord was born on 11 May 1964 in Rotterdam, Netherlands. He grew up there with his younger brother, Luger Noord. During his school years, Noord studied economics and basic administrative subjects.

As teenagers, Walter and Luger played a game they called Birth Certificate. They went to houses and asked residents to show their birth certificates. Once a resident handed over the document, the brothers tore it apart and ran away. Noord has stated that he began drinking beer at the age of eleven.

Career

Shortly after turning eighteen in 1982, Noord joined the Gemeentepolitie Rotterdam as a uniformed patrol officer. He carried out street patrols in Rotterdam and remained with the police for three years. In 1985, at the age of twenty-one, he resigned to attend Vriendendam University. Noord studied administrative economics and civil registry management, graduating in 1989.

After university, Noord began handling civil documentation for the Noord family. He inspected birth certificates and collected civil documents while working with identity records. When he considered a certificate procedurally incorrect or invalid, he invalidated it.

Noord founded the Stichting Noord Registratiebureau in 1991. The non-profit organization was based in Vriendendam and maintained birth-certificate records while carrying out registry verification. Noord continued handling civil documentation through the bureau after its establishment.

In 1994, Noord introduced his distant cousin Charlie Noord to Maikel van Hetten, who had contacts in Curaçao. Van Hetten was preparing to visit those contacts in August when Walter sent him a letter asking, "Is Charlie coming as well?" Charlie subsequently travelled to Curaçao with Van Hetten's visit as the reason for the trip.

Noord handles administrative interactions in a formal manner and frequently refers to whether a birth certificate is valid. During administrative proceedings, he sits at the head of the table wearing a red tie. A black leather Soldbuch is kept in front of him beside a glass of beer, while a red leather hammer is used during the proceedings. Noord has called for order by saying "Order in de teeltzaal!" ("Order in the cultivation chamber!"). He has also said "Ik roep Teeltbot erbij!" ("I am calling Teeltbot to assist!").

During documentation checks, Noord has appeared in a Dutch police uniform while continuing to wear his red leather gilet. He has issued fines to people who could not present their birth certificates.

In 2023, Noord started a petition concerning people living at the homeless camp controlled by Angelo Paap. The petition called for Antonie Ronald Paap and his cousin Martin Paap I to be removed from the camp and placed under formal care. Martin's son Maltin Paap was living at the same camp and was included in the request.

The petition succeeded in August 2023. Antonie and Martin were moved to a supervised care home in the Rotterdam area, while Maltin was transferred to a rehabilitation centre. Noord personally contributed to the long-term care expenses of Antonie and Martin for the remainder of their lives.

Personal life

Outside his administrative work, Noord speaks infrequently and usually uses short, slow statements. Beer remains a regular part of his routine.

When startled by a sudden loud sound, Noord has been observed shouting the Dutch exclamation "Tering". He also occasionally speaks about "teelt". Noord is also known by the name Walter61.

Appearance

Noord usually moves slowly and walks with his head slightly lowered. His usual clothing consists of a white dotted shirt under a red leather gilet. He wears black jeans held by a brown leather belt, with black leather Oxford shoes. Leather and the colour red are also common in his other clothing and personal items.

A black leather holster on his left side holds a Luger P08. The pistol occasionally slips from the holster because of its loose positioning. Noord generally keeps his hair controlled, although it becomes disordered when he moves quickly.

Noord has also appeared in a historical Prussian officer uniform with a visor cap while carrying a Luger P08.

Vehicle

Noord drives an older red BMW X3 fitted with an I4 Noordmotor-Teeltuitvoering10011-2.61L engine. Its interior is finished in black leather. The car has black matte rims and is generally dirty.

Noord has been observed driving through red lights and failing to pay attention to surrounding traffic. He commonly plays instrumental rap music while driving.
