Paap was born in Vriendendam on 19 September 1963. He moved to Rotterdam in 2004 and joined Themis, a foundation established by [[Eef Hoos]] to support prisoners and former prisoners. Paap became head of its Rotterdam office and served on the foundation's board.

During his management, Eva Hoos directed the office's debt collectors. Paap objected after she assaulted a transport-company debtor. Eef intervened and allowed Eva to continue directing collection visits. Paap remained head of the office until he left Themis in 2013, when Eva took over its management.<ref name="eva-career"/>
