Walter Noord (born 11 May 1964) is a Dutch civil registrar, documentation inspector and former police officer. He is a member of the Noord family and the founder of the Stichting Noord Registratiebureau. Noord worked as a uniformed patrol officer in Rotterdam from 1982 to 1985 before studying administrative economics and civil registry management at Vriendendam University. He founded the Stichting Noord Registratiebureau in 1991 and later became known for his work involving the validation and invalidation of birth certificates in Vriendendam, Netherlands.
Early life
[edit | edit source]Walter Noord was born on 11 May 1964 in Rotterdam, Netherlands. He grew up in Rotterdam with his younger brother, Luger Noord. During his school years, Noord studied economics and basic administrative subjects.
As teenagers, Walter and Luger played a game they called Birth Certificate. They went to houses and asked residents to show their birth certificates. After receiving a document, they tore it apart and ran away. Noord has also stated that he began drinking beer at the age of eleven, a habit that continued into adulthood.
Career
[edit | edit source]In 1982, shortly after turning eighteen, Noord joined the Gemeentepolitie Rotterdam. He served as a uniformed patrol officer and carried out ordinary street patrols in Rotterdam. He remained with the police for three years.
In 1985, at the age of twenty-one, Noord resigned from the police to attend Vriendendam University. He studied administrative economics and civil registry management and graduated in 1989. After completing his studies, he began administrative work for the Noord family, concentrating on civil documentation and identity records. His work included inspecting birth certificates and collecting civil documents. He also invalidated certificates that he considered procedurally incorrect or invalid.
In 1991, Noord founded the Stichting Noord Registratiebureau, a non-profit civil documentation organization based in Vriendendam. The bureau maintains birth-certificate records and carries out registry verification. Noord continued working with civil documentation through the organization after its establishment.
Noord developed a slow and deliberate working style. He usually communicates in short statements and handles administrative interactions in a formal manner, frequently referring to the status or validity of birth certificates.
Administrative proceedings
[edit | edit source]During administrative proceedings, Noord sits at the head of a table and wears a red tie. He uses a red leather hammer during the proceedings. A black leather Soldbuch is normally placed in front of him together with a glass of beer.
During these sessions, Noord has used statements including “Order in de teeltzaal!” (English: “Order in the cultivation chamber!”) and “Ik roep Teeltbot erbij!” (English: “I am calling Teeltbot to assist!”).
Regulatory enforcement
[edit | edit source]During later documentation enforcement, Noord has appeared in a Dutch police uniform while continuing to wear his red leather gilet. He has issued fines to people who were unable to present their birth certificates.
Alternate appearances
[edit | edit source]Noord has also worn combinations of clothing associated with different roles. He has appeared in a historical Prussian officer uniform with a visor cap while carrying a Luger P08.
Appearance
[edit | edit source]Noord usually moves slowly and walks with his head slightly lowered. He regularly wears a white dotted shirt with a red leather gilet. He wears black jeans with a brown leather belt and black leather Oxford shoes.
He carries a black leather holster on his left side containing a Luger P08. The pistol occasionally slips from the holster because of its loose positioning. Noord generally keeps his hair controlled, although it becomes disordered when he moves quickly.
Vehicle
[edit | edit source]Walter Noord drives an older red BMW X3. It is fitted with an I4 Noordmotor-Teeltuitvoering10011-2.61L engine. The interior is finished in black leather. The vehicle has black matte rims and is generally dirty.
Noord has been observed driving through red lights and failing to pay attention to surrounding traffic. He commonly plays instrumental rap music while driving.
Personal life
[edit | edit source]Noord lives a quiet and reserved lifestyle. He speaks infrequently and usually communicates in short, slow statements. He regularly drinks beer and has a preference for leather clothing and accessories. Red is frequently used in his clothing and personal items.
When startled by a sudden loud sound, Noord has been observed shouting the Dutch exclamation “Tering”. He also occasionally speaks about “teelt”. Noord is also known by the nickname Walter61.
