Erik Paap (born 19 September 1963) is a Dutch former foundation administrator and cannabis dealer from Vriendendam, Netherlands. He served on the board of Themis and ran its Rotterdam office from 2004 until 2013. After leaving the foundation, he returned to Vriendendam and became addicted to cannabis before beginning to cultivate and sell it. He has been convicted twice for cannabis offences.

Career

Paap was born in Vriendendam on 19 September 1963. He moved to Rotterdam and joined Themis in 2004. The foundation represented prisoners and former prisoners. Paap served on its board while managing the Rotterdam office until his departure in 2013.

He returned to Vriendendam after leaving Themis. Paap began using cannabis after his return and developed a long-term addiction. His cannabis use continued when he began cultivating the drug and selling it in Vriendendam.

Paap lives in Vriendendam but does not maintain a fixed house in the town centre. He later began living in the forest area of the Hoge Veluwe, where he used wooded areas and temporary shelters.

Criminal activity

Paap has been arrested multiple times during police actions against cannabis dealing in Vriendendam. Searches have found cannabis in his possession or stored for sale. Police have also found plants that he kept for cultivation, while other arrests followed direct sales to buyers.

Two cases resulted in convictions. One concerned possession with intent to supply cannabis, while the other concerned the sale and delivery of cannabis. His arrests for cannabis possession or cultivation did not all lead to separate convictions.
