Cees Paap (born 10 February 1970), also known as De Sukkel, is a Dutch member of the Paap family from Rotterdam. He is associated with local criminal activity, street racing, and garage circles in northern Rotterdam.

Early life

Cees Paap was born on 10 February 1970 in Rotterdam. He grew up in northern Rotterdam as a son of Martin Paap I. His brothers are Martin Paap, Johnnie Paap, and Maltin Paap.

During his youth, Cees spent time around garages, bars, storage sites, and street gathering places connected to older Paap family associates. He attended local schools in Rotterdam but developed a poor reputation because of repeated fights, vandalism, smoking, alcohol use, and absenteeism.

By his teenage years, Cees had become connected to low-level street activity, stolen goods trading, illegal racing, and local disputes in Rotterdam neighborhoods.
