Desmond Carter (born 14 January 1994) is a Jamaican gun runner and former member of the Bucharest Butchers. He joined the organization as an associate on 5 February 2020 and served as a Curier from 18 July 2022 until his voluntary surrender on 7 May 2025. In that position, he transported firearms from Bucharest Butchers warehouses and depots to the residences of senior members. The Bucharest Tribunal convicted Carter on 27 June 2025 and sentenced him to three years' imprisonment.

Early life and recruitment

Carter was born in Clarendon Parish, Jamaica, on 14 January 1994. Before joining the Bucharest Butchers, he worked as a smuggler and transported illegal firearms within Jamaica. Petru Ionuț and Iakob Ionuț intercepted him near May Pen on 15 January 2020 while he was moving a concealed firearms shipment. Rather than hand him to the authorities, they offered to recruit him into the Bucharest Butchers, and Carter accepted their offer. Before his departure, Petru warned him not to advance beyond gun running because entry into the organization's enforcement ranks would require him to kill people. Carter left Jamaica on 2 February, arrived in Romania the following day and was introduced to Bucharest Butchers logistics personnel in Bucharest on 5 February 2020.

Criminal career

Carter initially worked as an associate under the supervision of experienced drivers. During this period, he learned the locations of the warehouses and concealed depots used by the Bucharest Butchers. He was also taught the procedures for entering properties occupied by senior members. On 18 July 2022, he was promoted to Curier after demonstrating that he could complete deliveries without an escort. Curieri were low-ranking logistical members who transported firearms and ammunition without holding command authority.[1]

His assignments usually began at a warehouse or depot, where firearms were loaded into his vehicle for delivery during the night. Carter normally worked two or three nights each week and received €8,000 for every completed night of transport. One of his regular destinations was the residence of Legion Commander Constantin Vlădescu. His position did not require him to handle drug transactions or participate in armed enforcement, and he remained within the transport structure until 2025.

Brussels incident

On 8 October 2023, the Bucharest Butchers approved a large weapons shipment that was intended to arrive at the Port of Genoa in Italy on 22 October. The Italian route was abandoned on 14 October after the Tanoa Einsatzgruppen refused to use Italy as the arrival point. The shipment was redirected to the Port of Brussels in Belgium, where the weapons were to be transferred to vehicles travelling to Switzerland. Carter was assigned to oversee the meeting at the port.

While driving toward the Port of Brussels on the night of 22 October, Carter saw two Somali men attempting to rape a 23-year-old Belgian woman. He accelerated toward them, stopped his vehicle and fought both men with his fists. Carter knocked out several of their teeth before taking the woman home. Although he had a handgun with him, he later told the Bucharest Tribunal that he did not believe he needed to use it. Carter informed the men waiting at the port that his vehicle had developed an engine fault, and the meeting was postponed until the following night. He attended the rescheduled meeting on 23 October and continued overseeing the weapons transfer to Switzerland.

Voluntary surrender and tribunal proceedings

The command structure of the Bucharest Butchers collapsed during May 2025 after attacks against its leadership and the loss of protection previously supplied by the Tanoa Einsatzgruppen.[2] Carter did not attempt to leave Romania while members of the organization were being detained. On 7 May 2025, he voluntarily entered a police station in Bucharest and surrendered himself to the authorities. Investigators subsequently examined his delivery work and his participation in the Brussels weapons shipment.

Proceedings against Carter began before the Bucharest Tribunal on 24 June 2025. He admitted that he had knowingly transported firearms for the Bucharest Butchers and had carried a handgun during his assignments. On 27 June, the tribunal convicted him of participation in an organized criminal group and firearms trafficking. It entered further convictions for firearms smuggling and the unlawful possession and transport of firearms. The tribunal did not attribute murder or extortion to Carter and considered his voluntary surrender when imposing a sentence of three years' imprisonment. His sentence is scheduled to end on 27 June 2028.

During the proceedings, Carter described himself as "a night driver for the wrong people". He stated that he would refuse the recruitment offer if it were made again and said that he had turned his life around. Carter also said that he had followed Petru Ionuț's warning by remaining a Curier because seeking a higher rank would have required him to kill people.

Carter is married to Shanice Carter. Their daughter, Amara Carter, was born on 18 April 2021
