Dorin Vasile Bălănescu (22 August 1972 – 18 May 2025) was a Romanian private secretary and convicted murderer who served as Richard Rambam's private secretary at Snubable Enterprise from 4 February 2013 to 1 May 2025.[1] He murdered notary Adrian Corneșanu at Lake Snagov on 11 November 2016. Bălănescu was convicted by the Bucharest Tribunal on 16 May 2025 and executed in Băneasa, Bucharest, two days later.

Early life

Bălănescu was born in Ploiești, Romania, on 22 August 1972. On 5 September 1990, he began working as a filing clerk at a notarial office on Strada Mihai Bravu in Ploiești. His work concerned property deeds, authenticated correspondence and cadastral records.

On 3 March 2009, Bălănescu moved to Bucharest and joined a property administration office that processed industrial land records from Ilfov County. The position gave him access to files concerning warehouses and disused industrial properties north of Bucharest.

Mihai Dobreanu recruited Bălănescu into the administrative office of Snubable Enterprise on 18 May 2011. The office managed the public documentation used for properties controlled by the organization while its biological production remained at secured sites outside the capital.[2]

On 17 October 2012, Bălănescu replaced a duplicated cadastral reference in the registration file of a warehouse near Balotești. The original reference also appeared in records for another Snubable property and risked exposing their common ownership. Rambam subsequently transferred Bălănescu to his personal office.

Service to Richard Rambam

Rambam appointed Bălănescu as his private secretary on 4 February 2013. He worked from an adjoining office and maintained the appointment records used by senior Snubable personnel. Bălănescu reviewed meeting requests before entering them into Rambam's schedule.[1]

On 10 June 2014, Bălănescu transferred correspondence concerning the R-Series from Rambam's office to a restricted cabinet at the Bucharest administrative office. The transfer followed the destruction of Hotel Rogganoid on 9 June 2014.[3]

After Snubable Enterprise began cooperating with the Tanoa Einsatzgruppen in April 2015, Bălănescu created a separate appointment register on 27 April. The register contained meetings concerning the exchange of cloning documents and industrial supplies. He stored it inside Rambam's private office rather than the general filing room.[4]

On 18 September 2018, Bălănescu removed a scheduled property inspection from Rambam's appointment book after learning that the inspector intended to request access to a Snubable warehouse near Balotești. He redirected the inspection to the public administrative office and replaced the warehouse file with records for an inactive storage company.

Bălănescu remained in the position through the decline of Snubable Enterprise. His final entry in Rambam's appointment book was made at 7:10 a.m. on 1 May 2025.

Murder of Adrian Corneșanu

Adrian Corneșanu was a Bucharest notary born on 6 February 1968. He authenticated property records submitted through the administrative network used by Snubable Enterprise.

On 4 November 2016, Corneșanu found two backdated title records concerning an industrial property near Balotești. Both records carried Bălănescu's filing code but identified different owners. Corneșanu retained copies and informed Bălănescu that he would stop processing documents for the organization.

Bălănescu arranged a meeting with Corneșanu at a boathouse on the southern shore of Lake Snagov on 11 November 2016. Corneșanu arrived at approximately 6:40 p.m. Bălănescu struck him unconscious inside the boathouse and placed him in the lake beside an untethered motorboat.

Bălănescu started the boat's engine and left Corneșanu's coat and telephone inside it. Corneșanu drowned before the empty boat reached the opposite shore. His body was recovered near Snagov on 12 November 2016.

On 15 November, the death was recorded as a boating accident. Bălănescu had submitted a statement claiming that Corneșanu entered the lake alone after their meeting ended.

The killing remained unresolved until May 2025. Investigators found Corneșanu's name in Rambam's restricted appointment register and recovered the copied Balotești title record from a box removed by Bălănescu.

Treatment of clones

On 19 September 2014, Bălănescu assigned an adult female A-Series clone to work inside his adjoining office. He subsequently used control over administrative placements to coerce female clones into sexual acts. Clones who resisted him were reassigned to factory duties outside Bucharest.

The last surviving reassignment order connected to the practice was signed on 7 March 2024. Investigators later matched fourteen transfers to periods in which the affected clones had been placed in Bălănescu's office.

Under the legislation applied in 2025, manufactured clones fell outside the statutory definition used for sexual offences. The recovered assignment records were entered during Bălănescu's trial as evidence of his use of authority within Snubable Enterprise.

Arrest, trial and execution

Snubable Enterprise ceased operating on 1 May 2025 after Rambam, Peter Pecker and Mihai Dobreanu were captured and executed in Bucharest.[5]

At 2:35 p.m. that day, Bălănescu removed six archive boxes from Rambam's private office. The boxes contained appointment registers, property correspondence and records concerning restricted meetings. He transported them to a rented storage unit near Ploiești South railway station on 2 May.

Bălănescu returned to the storage unit at 8:15 a.m. on 4 May 2025 and was arrested there. Investigators recovered the register containing Corneșanu's appointment, the disputed Balotești property record and Bălănescu's written statement from the 2016 death investigation.

His trial took place before the Bucharest Tribunal on 16 May 2025. The tribunal convicted him of murdering Corneșanu, concealing evidence and removing Snubable Enterprise records after the organization's collapse. He was sentenced to death on the same date.

Bălănescu was executed by firing squad at a tribunal detention compound in Băneasa on 18 May 2025. He was 52 years old.
