Sever Mâzgăleanu (born 5 December 1971) was a waste-haulage business owner who became a paid nominee shareholder for Septicsolution. He and Nela Hârtoapă each appeared in the company's records as owners of 50% of its shares. Snubable Enterprise controlled the company without appearing in those records.

Mâzgăleanu initially appeared at Septicsolution as one of its public owners. He was not part of the management run by Iakob Rambam and Petru Rambam. His visits became less frequent after he witnessed a disposal operation at the company's tanker yard near Mogoșoaia. He remained silent about the incident while Septicsolution continued operating. The Bucharest Tribunal later sentenced him to 15 years in prison.

Waste-haulage business

Before Septicsolution was formed, Mâzgăleanu ran a small waste-haulage business. It had eight employees and 21 regular customers, including farms, workshops, apartment properties and small industrial yards. Its vehicles were an older vacuum tanker, a small waste truck and a service van.

On 29 January 2010, the business lost a tender for municipal waste work in Ilfov County. A procurement intermediary contacted Mâzgăleanu on 2 February and told him that Florin Ionuț could influence the treatment of local contractors. The intermediary arranged a private meeting at Ionuț's office in the Ilfov County Council on 5 February. Ionuț was then vice president of the council and used his position to protect companies associated with Snubable Enterprise.

Ionuț did not offer Mâzgăleanu the nominee arrangement himself. He introduced him to Mihai Dobreanu, who met Mâzgăleanu on 8 February. Acting for Snubable Enterprise, Dobreanu passed on an offer authorized by Richard Rambam. Mâzgăleanu accepted payment to hold shares in the planned company. He did not meet Rambam during the arrangement. Dobreanu handled the incorporation papers and kept Snubable Enterprise out of the registered ownership.

Septicsolution

Septicsolution S.R.L. was incorporated on 15 March 2010. The transfer of Mâzgăleanu's business began the following day and took effect on 19 April. Its vehicles, eight employees, customers, service records, waste-transport permissions and rented yard passed to Septicsolution. This gave the new company an existing workforce and customer base.

Mâzgăleanu appeared at the company during its early operation and presented himself as an owner. Iakob and Petru Rambam made the operating decisions. Mâzgăleanu remained the registered holder of half the shares after he stopped appearing regularly.

Mogoșoaia disposal

Septicsolution acquired a larger tanker yard near Mogoșoaia on 12 February 2011. On 14 October, Mâzgăleanu arrived at the property while a worker was outside. A convoy entered soon afterward. He later gave this account at the Bucharest Tribunal:

“I had just arrived and was standing outside, talking to one of the workers. Then the trucks came in very fast. There were five of them. The first one was marked Septicsolution and the other four were unmarked. A car came in behind them. Richard Rambam got out of the back. He had a driver. He walked over to me and said, ‘The disposal has begun.’ That was all he said. The trucks emptied everything onto the property and then they all left as suddenly as they had arrived. The smell was horrible. It smelled like a pile of a hundred dead bodies.

“About two hours later, another car arrived. A man I did not know got out, handed me a pistol and said, ‘If anyone ever tries to expose the agreement, you shoot them.’ Then he left.

“I understood the words. He wanted me to shoot anyone who talked about the agreement. What I did not understand was why he gave the gun to me. I did not know if he expected me to use it, if he was testing me, or if the message was really meant as a threat against me.”

The worker later helped clean the disposal area. He had previously seen groups of identical A-Series labourers during Septicsolution runs to Snubable properties near Balotești and Moara Vlăsiei. He recognized the same men among the remains and told Mâzgăleanu what he had seen. The worker did not know the technical details of the cloning programme. Mâzgăleanu learned later that Snubable referred to the men as clones.

Mâzgăleanu did not report the disposal. He began appearing at Septicsolution less often but remained named in its ownership records.

Bucharest Tribunal

Mâzgăleanu gave evidence about the Mogoșoaia disposal during the proceedings that followed the collapse of Snubable Enterprise. His account identified Rambam as present at the yard and described the threat made afterward. The tribunal convicted Mâzgăleanu of participation in an organized criminal group, falsification of corporate ownership records, and failure to report the disposal of clone remains. It sentenced him to 15 years in prison.
