Eef Paap (14 November 1968 – 24 November 2024), also known by the alias De Rijke Bom, was an Argentine dictator who served as the second and final Führer of Tanoa. He succeeded his father, Jan Paap, in January 1980 at the age of 11 and remained Führer until his death in 2024. His rule continued the centralized government established by Jan and was marked by increased militarization and the continued use of forced labour.[1][2]
During the final years of his rule, the Fish Collective attacked senior officials and institutions of the Tanoa Einsatzgruppen. Eef was killed by Mark Hugerinus Paap at his villa in Ipota on 24 November 2024. The Tanoa Einsatzgruppen ceased to function as an organized governing authority six days later.[3][4]
Early life
[edit | edit source]Eef Paap was born in Comodoro Rivadavia, Argentina, on 14 November 1968. His father, Jan Paap, had founded the Tanoa Einsatzgruppen and had served as Führer of Tanoa since 1944. Eef grew up inside the senior leadership circle of the state, where security officials and administrators formed much of his immediate environment.
Later accounts described political obedience and personal loyalty to the leadership as routine parts of his upbringing. Eef did not develop a separate ideological program before succeeding his father. Outside the institutions surrounding his family, he showed little interest in religion or civic life.
Succession
[edit | edit source]During the late 1970s, Jan selected Eef as his successor. When Jan formally retired in January 1980, Eef immediately succeeded him as Führer. He was 11 years old.[5]
Eef's accession was formally marked during a state ceremony in Georgetown on 6 November 1980, eight days before his twelfth birthday. Jan continued advising him after the succession and remained involved in this capacity until 1987.[2] The transfer from Jan to Eef was the only hereditary succession to the office of Führer.[6]
Rule as Führer
[edit | edit source]As Führer, Eef held supreme authority within the government of the Tanoa Einsatzgruppen. The office stood above the central command institutions and remained the final source of political authority throughout his rule.[1]
During the 1980s, military activity increased across northern Tanoa and the leadership-controlled island of Ravi-Ta. Forced labour remained central to mining and construction. It was also used for the continued expansion of bunkers and other state infrastructure.[2]
The financial system was further centralized after Eef's accession. Banknotes issued after 1980 carried an image of Eef smoking a cigar. The Reichsschatzamt von Tanoa increased its control over wages and credit, while the Tanoanische Wirtschaftsverwaltung increasingly connected financial records with state population and labour records.[2]
During the 1980s and 1990s, Eef pursued measures described in internal records as social "purification". These policies included attempts to eradicate homosexuality from Tanoa and increased surveillance of people regarded as ideologically unreliable. Security institutions enforced the measures through administrative penalties and direct intervention.[2]
In 1986, Eef permanently banned Evert Angedrik Noord from entering territory controlled by the Tanoa Einsatzgruppen.[2]
Eef lived primarily at the Führerhaus on Ravi-Ta. The compound served as his residence and as a secure leadership site, while Georgetown remained the administrative capital of the state.
Conflict with the Fish Collective
[edit | edit source]Opposition to Eef's government became increasingly organized during the 2010s. In 2019, Mark Hugerinus Paap and John Hugerinus Paap established the Fish Collective after Mark's attempt to enter Tanoa to investigate Air Fiji Flight 27.[7]
The Fish Collective developed into one of the main organized threats to the regime. Its members collected information about the Tanoan command system and supported resistance contacts. By the early 2020s, its cells were carrying out operations against senior officials and administrative targets.[8]
In August 2024, John Hugerinus Paap killed Daniel Paap, who had served as Deputy Führer of Tanoa. Fish Collective operations continued after John's death later that month. By November, attacks against senior officials had begun to disrupt the regime's central command structure.[8]
Death
[edit | edit source]Mark Hugerinus Paap began his final operation on 23 November 2024 in southern Tanoa. He travelled north through jungle terrain near Mont Tanoa with a small group of resistance members. The group reached Petit Nicolet, where Mark separated from them and departed alone by boat.[3]
Naval units pursued him after he left Petit Nicolet. Mark diverted toward Vatu before reaching the coast near Ipota. From there, he approached the villa compound being used by Eef.[3]

The villa was protected by a personal guard detachment. Mark fought the guards around the compound before entering the building. Only one member of the guard detachment was later recorded as a confirmed survivor.[9]
Inside the villa, Mark and Eef exchanged gunfire. Mark was shot in the stomach and shoulder. Eef was also wounded and attempted to move farther into the building. Mark then shot him in the head, killing him on 24 November 2024.[3]
Mark left the villa and returned toward Ipota Beach. He later collapsed there and died from his wounds on the evening of 24 November. His dog was subsequently found alive near his body. Eef's body was discovered by local inhabitants the following day.[3]
Collapse of the regime
[edit | edit source]Eef's death removed the central authority of the Tanoa Einsatzgruppen while Fish Collective operations were already targeting senior officials and command institutions. On 24 November, resistance actions elsewhere in Tanoa also killed high-ranking officials and disrupted important administrative sites.[4]
The remaining central government rapidly lost the ability to coordinate its institutions. Regional authorities stopped receiving reliable orders, while parts of the military and administration either surrendered or ceased functioning. On 30 November 2024, the Tanoa Einsatzgruppen ceased to operate as an organized governing authority.[4]
