Emil Mătăsăreanu (19 July 1966 – 28 August 2024), also known as Decebal Ștefan Emilian Mătăsăreanu, was a Romanian-born bank robber and criminal organizer who established the first lasting Bucharest Butchers structure in Los Angeles. He carried out the North Hollywood shootout with Larry Phillips Jr. in 1997. On 19 May 1999, Oskar Dirlewanger authorized him to establish a Bucharest Butchers operation in the city.

Mătăsăreanu controlled the Los Angeles structure until Andrei Ionuț ordered its consolidation in 2013. Petru Ionuț and Iakob Ionuț then assumed control of the branch. Mătăsăreanu returned secretly to Bucharest, where Marku Ionuț poisoned him with cyanide on 28 August 2024.

Early life

Mătăsăreanu was born on 19 July 1966 in Timișoara, Romania. His family later moved to the United States and settled in California. He spent much of his adult life in the Los Angeles area and developed contacts among people engaged in robbery and illegal firearms activity.

Before the Bucharest Butchers expanded into North America, Mătăsăreanu was involved in small business activity and computer repair. His technical experience helped him prepare equipment and vehicles used during robberies. He also arranged storage and used his local contacts during criminal planning.

Partnership with Larry Phillips Jr.

Mătăsăreanu met Larry Phillips Jr. in the Los Angeles area in 1989. They first associated through weight training. Their shared interest in firearms developed into robbery planning, and Phillips became Mătăsăreanu's closest criminal partner during the 1990s.

The two men carried out bank robberies and attacks on armored vehicles before the North Hollywood shootout. They acquired weapons for these robberies and prepared the vehicles and equipment used during them. Phillips remained Mătăsăreanu's main partner but was never formally admitted into the Bucharest Butchers. The organization treated him as an outside associate.

North Hollywood shootout

On 28 February 1997, Mătăsăreanu and Phillips robbed a Bank of America branch in North Hollywood, Los Angeles. Both men wore body armor and carried automatic rifles. After leaving the bank, they exchanged gunfire with officers of the Los Angeles Police Department.

The gun battle continued for an extended period. Police officers and civilians were injured. Mătăsăreanu and Phillips were wounded but escaped after the police response became fragmented. Their escape exposed failures in the local response to organized armed robbery. It also increased their reputation among Los Angeles criminal contacts and brought Mătăsăreanu to the attention of Bucharest Butchers figures seeking a permanent foothold in California.

Los Angeles operation

On 19 May 1999, Oskar Dirlewanger authorized Mătăsăreanu to establish a local structure connected to the Bucharest Butchers. The operation became the organization's first lasting foothold in North America. Its early work centered on armed robbery. The network also moved weapons and cash, maintained storage properties and provided logistical support for members operating in the United States.

Mătăsăreanu relied on local criminal contacts developed after the North Hollywood shootout. Vehicles supported the network, while safe properties provided storage and meeting sites. He retained practical control of the structure and continued using Phillips as an outside associate. The branch operated with considerable independence from the central leadership in Bucharest throughout the 2000s.

The early branch did not yet possess the casino system later developed under Petru Ionuț. Structured money laundering and political protection were also absent. The operation instead used violence to protect cash and weapons movements. It transported personnel while maintaining contact with Bucharest Butchers intermediaries.

Mătăsăreanu held an important but limited position inside the organization. His survival of the North Hollywood shootout increased his value to the Bucharest Butchers. His Los Angeles contacts allowed the organization to expand into California without immediately relocating senior members from Romania. The branch transferred money to the wider organization and provided local contacts. It also supplied logistical support, although it was not fully integrated into the central hierarchy. Mătăsăreanu retained practical control while operating under Bucharest Butchers protection.

By the early 2010s, the central leadership considered the semi-autonomous arrangement unstable. After Andrei Ionuț became leader of the Bucharest Butchers in 2012, he moved to place the overseas operations under direct command. In 2013, he sent Petru Ionuț and Iakob Ionuț to Hollywood, Los Angeles, to assume control of the branch. Mătăsăreanu secretly returned to Bucharest on the night before they left Romania.

After Petru and Iakob reached Hollywood, Iakob entered Phillips' residence and strangled him with a wire. Andrei had ordered the killing because Phillips had never been accepted as a formal Bucharest Butchers member. Petru then took command of the California branch and developed it into the organization's most profitable overseas structure.

Death

During 2024, Petru Ionuț resisted Marku Ionuț's attempt to take control of the Bucharest Butchers' overseas operations. Marku considered Petru's authority over the California structure an obstacle to his planned takeover. On 21 August, Iakob killed Petru inside Petru's casino complex in Hollywood. At 11:37 p.m., Iakob called Marku and confirmed that Petru was dead.

On 28 August 2024, Marku went to Mătăsăreanu's residence in Bucharest. He placed cyanide in Mătăsăreanu's drink while Mătăsăreanu was not looking. Mătăsăreanu consumed the drink and died inside the residence. Marku remained until he died and then left the property. The killing removed an older figure who retained a claim over the California structure and allowed Marku to continue consolidating control after Petru's death.

Legacy

Mătăsăreanu's criminal reputation originated with his survival of the North Hollywood shootout. His lasting organizational importance came from the Los Angeles branch he established in 1999. The structure remained active after he returned to Bucharest and became the basis of the Bucharest Butchers' California branch.

Under Petru Ionuț, the branch's casino operations produced gambling income and supported money laundering. It expanded weapons procurement and protected transport through corrupt political contacts. The branch became unstable after Petru's death, which weakened the Bucharest Butchers before the organization collapsed in May 2025.
