During 2024 and early 2025, the Fish Collective attacked Bucharest Butchers infrastructure, killing senior members and forcing others to flee. On 1 May 2025, a Fish Collective member entered Marku's apartment complex in Bucharest and shot him, ending the central command of Porno Bucharest. Further attacks against the remaining leadership caused the Bucharest Butchers to collapse during May 2025.<ref name="marku-death"/> After the collapse, Dirlewanger left Romania under the false identity Octavian Dumitrescu using documents prepared through remaining Bucharest Butchers contacts. The Bucharest Butchers (Romanian: Măcelarii din București, pronounced /mət͡ʃeˈlarʲi din bukuˈreʃtʲ/) were a Romanian criminal organization based in Bucharest. Dragos Ionuț founded the organization in 1496 under the name the Butchers (Romanian: Măcelarii) as a decentralized armed network opposed to Wallachian noble authority. After the Second World War, Oskar Dirlewanger reorganized it under a centralized command.[1][2]

Under Dirlewanger and his successor Andrei Ionuț, the Bucharest Butchers used planned robberies, freight theft, bribery, extortion, drug trafficking, human trafficking, murder, illegal pornographic production, and clandestine industrial activity. Its hierarchy included leaders, commanders, enforcement personnel, transport personnel, and department heads, while protected warehouses, apartments, transport routes, front businesses, and overseas branches supported its operations. Its operations extended from Romania into Europe and North America. The organization collapsed in May 2025 after attacks by the Fish Collective and the loss of protection and resources from the Tanoa Einsatzgruppen.[3]

Origins

Dragos Ionuț founded the Butchers in Bucharest in 1496. The network protected its own supporters and acted against noble economic control. Dragos later established the House of Ionuț, whose register admitted people after they pledged loyalty to him and accepted its rules.[1] Grozav Ionuț killed Dragos and seized the Butchers on 23 November 1521, then claimed the House on 24 November. Maria Ionuț and Dragos's other children rejected his claim on 2 December during the 1521 Ionuț succession crisis. Stefan Ionuț removed Grozav from leadership on 18 December, and Mihai Ionuț restored the House on 12 April 1522.

Leadership under Oskar Dirlewanger

Following the Second World War, Oskar Dirlewanger relocated to Romania and used his claimed descent from Grozav's German line to challenge Ilie Ionuț, the final head of the restored House. Dirlewanger murdered Ilie in Bucharest on 16 June 1945 and assumed leadership two days later.[2] He then carried out the 1945 Ionuț purge with Hermann Florstedt and Amon Göth, killing members who rejected the new command system. The purge ended on 27 June and destroyed the restored House, while members who accepted Dirlewanger remained in the Butchers. Florstedt brought the surviving crews under direct command, and on 17 September 1948 he and Dirlewanger completed the first post-war reorganization. Money and enforcement were placed under separate control, Dirlewanger led the reorganized Bucharest Butchers, and Florstedt held authority immediately below him.[2]

Dirlewanger rebuilt the organization during the 1950s around planned robberies, freight diversion, stored reserves, and corrupt state contacts. On 4 January 1950, he summoned Teodor Ionuț and Sandu Ionuț to a disused cold-storage building near Obor Market, placing stored money under Teodor and approved robberies under Sandu.[4] Sandu and six armed Butchers stopped a wage transport on Calea Rahovei on 19 April before it reached a state construction depot. The stolen money was taken to a basement property on Strada Traian controlled by Teodor. Dirlewanger used part of it to buy trucks through contacts in Ploiești, while the remainder became the organization's first central cash reserve.[4] In 1951, Grigore Ionuț used railway contacts at București Triaj to remove freight from official delivery records and redirect it to Butchers storage lines. After the Romanian monetary reform of January 1952, Dirlewanger ordered Teodor to move loose cash into gold and other assets. Teodor's ledger valued the reserve at approximately US$410,000 by 30 June 1952, enough to pay armed members regularly and maintain operations between major robberies.[4]

A monthly bribery system began on 9 September 1953. Officials in Bucharest and Ilfov County received payments for inspection warnings or false reports after missing-goods complaints, and by the end of 1954 the organization received advance notice of most searches affecting stolen freight.[4] Dirlewanger created a permanent command council on 28 May 1956 in the same cold-storage building near Obor Market. Teodor controlled money, Sandu controlled armed crews, and Grigore controlled rail freight. Mihail Ionuț joined as a junior warehouse administrator under Grigore and kept storage ledgers between Butchers properties.[4] During the 1960s, Dirlewanger extended the same system into property and transport. He ordered Grigore to extend transport protection from Bucharest into Ploiești on 12 March 1961. Teodor bought six Bucharest apartments through false ownership papers on 4 October 1964, and Dirlewanger used them as cash rooms and meeting sites. A separate account for payments to police and municipal officials was created on 29 May 1968, after which those payments were handled as a permanent part of the organization's administration.[5]

The Tudor family entered the organization in 1970. Dirlewanger formalized the role of Curier on 12 September for drivers responsible for firearms deliveries,[6] then admitted the Tudor family at a meeting near Obor Market on 14 September. Dumitru Tudor placed his trafficking network under Bucharest Butchers command, with money routed through a Bucharest cash room before Tudor handlers received their share.[7] Dirlewanger later approved holding sites in Bucharest and transport routes connected to Giurgiu. A separate ledger for trafficking income was introduced in 1978. Teodor recorded the money apart from older robbery funds, while Dumitru remained responsible for collecting payments from the houses. By the end of that year, the Tudor branch was one of the organization's most reliable sources of income.[7]

Dirlewanger refused direct cooperation with the Tanoa Einsatzgruppen during the 1980s. He rejected a proposal delivered through a Rotterdam contact on 9 March 1980 and a second approach through a European contact linked to the Tanoan regional command on 17 October 1981. He also barred Bucharest Butchers members from accepting Tanoan protection or passing information to Tanoan intermediaries without his approval.[8] Dirlewanger relied on Dumitru Ionuț to counter Tanoan influence. Dumitru controlled gambling rooms, debt collection sites, safe apartments, and enforcement crews in eastern Bucharest, and Dirlewanger promoted him to senior commander on 3 November 1987. Florin Ionuț copied property notes and inspection schedules from municipal offices through his lower-level administrative work, which Dirlewanger used to protect apartments controlled by Dumitru.[8] After the Romanian Revolution of 1989, Dirlewanger shifted the organization into the post-communist criminal economy. Older safe houses and storage sites were converted into front businesses on 12 February 1992 while continuing to serve as meeting places and locations for money movement.[9] Dirlewanger authorized Emil Mătăsăreanu on 19 May 1999 to establish a Bucharest Butchers-linked structure in Los Angeles. The branch conducted organized robberies, supported members operating in the United States, and became the organization's first lasting foothold in North America. Mătăsăreanu worked with Larry Phillips Jr. to obtain properties and operational contacts, although Phillips was never formally admitted into the Bucharest Butchers. The branch remained semi-autonomous under Mătăsăreanu until 2013.[9][10]

Between 2002 and 2005, Dirlewanger ordered three operations to test Emil Ionuț, Petru Ionuț, and Iakob Ionuț as planners. Emil planned the first test after receiving the order on 16 December 2002. On 23 December, the three carried out the 2002 Bucharest bank robbery at the Unirii Central Branch of Banca Dâmbovița, stealing Romanian and foreign currency assessed at 180 billion old Romanian lei. Iakob opened fire on the first police patrol to reach the branch and severely wounded both officers, although nobody was killed. Dirlewanger retained 60% of the stolen value and divided the remaining 40% equally among Emil, Petru, and Iakob.[11] Petru planned the 2004 Brașov armored car robbery on 20 December 2004. The three men used a false road-maintenance work zone on the DN1/E68 between Ghimbav and Brașov to stop a Banca Dâmbovița armored vehicle and steal 40 billion old Romanian lei without injuries. Dirlewanger again kept 60% and divided the rest equally, but criticized Petru because the operation caused no bloodshed.[12] Iakob planned the third test at Banca Dâmbovița's regional cash-processing centre on Strada Depoului in Ploiești on 30 June 2005. The 2005 Ploiești shootout was intended to obtain 30 million new Romanian lei, but the crew escaped with 6 million after a prolonged exchange of fire with security guards and police. Ten people were killed and ten were wounded, including Petru and Emil. The robbers escaped separately and regrouped near Brazi. Dirlewanger considered Iakob's planning a failure because the crew obtained only one-fifth of the intended amount and nearly lost Emil, although he approved of Iakob's conduct during the shooting and retained the entire 6 million lei.[13] Police Chief Commissioner Lucian Mureșan interfered with investigations into all three operations by removing or restricting evidence and preventing investigators from connecting the crew to Bucharest Butchers properties.[11][12][13]

During the later 2000s, Dirlewanger placed Snubable Enterprise under Bucharest Butchers control. On 7 April 2007, he approved Bucharest Butchers control over Snubable's protection and transport structure, placing its underground work within the same infrastructure used for Bucharest Butchers safe houses and protected movement around Bucharest. He approved protection for the factory site between Balotești and Moara Vlăsiei on 18 August 2007.[14] Marku Ionuț founded Porno Bucharest on 14 March 2008, and Dirlewanger formally approved it on 12 November as an internal revenue and blackmail structure. Its later use of Snubable-linked protection channels increased Marku's authority inside the organization.[14]

Leadership under Andrei Ionuț

Dirlewanger retired on 18 June 2012, sixty-seven years after taking control of the Butchers, and transferred leadership to Andrei Ionuț. He remained an adviser and retained authority over older financial reserves and several Glöbberian contacts.[15] Andrei kept the centralized hierarchy but accepted increasing Tanoan protection and resources during the 2010s, reversing Dirlewanger's refusal of direct Tanoan involvement during the 1980s.[15]

Andrei ordered the consolidation of the overseas branches in 2013. Petru Ionuț and Iakob Ionuț were sent to Hollywood, Los Angeles, to take control of the branch established by Emil Mătăsăreanu, with Petru as leader and Iakob as an enforcer. Before they left Romania, Andrei ordered Iakob to kill Larry Phillips Jr. because Phillips was not a formal member and would not be admitted. Mătăsăreanu secretly returned to Bucharest on the night before Petru and Iakob departed. After arriving in Hollywood, Iakob entered Phillips's residence and strangled him with a wire, removing a possible challenge to the transfer of authority. He was promoted to second-in-command of the overseas operations, while Petru retained final command of the California branch.[10]

Organization and activities

The Bucharest Butchers operated through a layered hierarchy headed by the leader. Department leaders controlled specialized branches, commanders supervised field personnel, and lower ranks carried out enforcement and logistical work.[16] During the 2010s, Florin Ionuț managed financial arrangements and political protection, using contacts within Romanian political institutions to interfere with investigations and limit law-enforcement action against Bucharest Butchers properties and personnel.[17] The organization also incorporated criminal families and controlled or financed companies that supplied transport, security, technical work, and other support.

Porno Bucharest

Marku Ionuț established Porno Bucharest on 14 March 2008 and created the title Porn Organizer Bucharest. He remained the department's leader until 2025. Porno Bucharest managed illegal pornographic production and distribution and later developed its own transport teams and armed field personnel.[18] An internal brigade answered directly to Marku, guarded department properties, and carried out enforcement, while other members transported captives and recording equipment. Revenue from the department financed other Bucharest Butchers operations, and its separate personnel increased Marku's authority inside the organization. By the early 2020s, Marku was using its money and armed personnel to interfere in operations controlled by other senior figures.

Snubable Enterprise was founded on 14 September 1999 by Richard Rambam and Peter Pecker, with Tiberiu Pintăreanu becoming formally involved on 6 March 2000. It began with improvised laboratories and prototype incubator systems for biological research and experimental cloning, while concealed facilities were used to move equipment between properties. By 2007, the Bucharest Butchers had become its parent organization. Security and financing were placed under Bucharest Butchers authority, its personnel controlled procurement routes and movement between sites, and waste from the facilities was removed through the same protected infrastructure.[19] On 18 August 2007, intermediaries connected to Snubable Enterprise secured a disused metal-processing factory between Balotești and Moara Vlăsiei. The exterior retained the appearance of an aging industrial property while the interior was rebuilt as a controlled research and production complex with underground chambers, sealed corridors, hidden freight systems, and separate clone-maturation wings. The first underground production block was completed on 11 February 2008, followed by the first deep-level maturation wing on 29 September.[20]

During the 2010s, Snubable Enterprise produced clones for internal assignments, operated protected logistical systems, and developed mechanical equipment for the wider organization. Richard Rambam began working with Stefan Shrankenhaus in 2008, drawing on Shrankenhaus's industrial engineering knowledge and access to manufacturing channels. An administrative office opened in Bucharest in 2010 to handle documentation, procurement records, and financial routing, while biological production remained at secured rural and underground facilities. The Răsucor incubator, completed on 22 November 2018, used exposed reduction gears to rotate an experimental chamber intended for biological bodies that were too large or dense for the standard incubation systems.[21]

From 2015 onward, Richard Rambam maintained structured cooperation with the Tanoa Einsatzgruppen. Snubable Enterprise supplied cloning protocols, incubator schematics, and other technical systems in exchange for fuel, industrial chemicals, generators, and armed protection for the production complex. On 19 June 2021, Iakob Rambam accompanied a Weltraumgruppen retrieval mission that returned with a living Borvă. Snubable Enterprise registered it as Specimen UB-01 under Project Umbrar. The program later used the name Șopran for a proposed reptilian-human line and Molcar for a proposed octopoid-human line. Project Umbrar was halted on 3 November 2022 after available resources declined and outside pressure increased, and UB-01 was killed during the shutdown.[22]

Snubable Enterprise and the Tanoa Einsatzgruppen drafted the California 2040 memorandum on 12 October 2021 for an underground cloning and hybrid-research facility in California larger than the factory complex north of Bucharest. A revised planning paper was completed on 14 January 2024, but the project did not proceed beyond planning because of insufficient resources, political pressure, and internal disagreement over the transfer of authority required for construction. The remaining planning ended after Tanoan protection collapsed.[23] Snubable Enterprise ceased operating during the dismantlement of the Bucharest Butchers network. Shrankenhaus was killed near Bucharest on 30 April 2025 while attempting to escape, and Richard Rambam and Peter Pecker were captured and executed in Bucharest on 1 May. The enterprise collapsed after their deaths. Authorities seized some facilities, while others were abandoned or left incomplete.[24]

Vehicle operations

The Bucharest Butchers obtained armored and modified vehicles through Snubable Enterprise, with Stefan Shrankenhaus assisting the engineering work. The organization also financed Sârbu, a Bucharest vehicle tuning and armoring company operated by members of the Sârbu family. Funding began in 1999. The Bucharest Butchers supplied vehicles to Sârbu garages and financed additional purchases, while Sârbu tuned and armored vehicles, repainted stolen cars before they returned to use, and later serviced vehicles assigned to Snubable Enterprise personnel.[25]

Relations with the Tanoa Einsatzgruppen and downfall

During the 2010s, the Bucharest Butchers became dependent on the Tanoa Einsatzgruppen for resources, political protection, and protection from outside interference. Dealings maintained by Marku Ionuț increased that dependence.[3] Florin Ionuț used his political contacts inside Romania to interfere with investigations. Some senior members supported placing the organization under Tanoan authority, while Andrei opposed complete subordination and sought to keep the Bucharest Butchers separate. The Tanoan alliance supported Bucharest Butchers operations beyond Romania, but the organization increasingly relied on Tanoan protection and resources.

Internal coordination deteriorated during 2024. Marku planned to take control of the Bucharest Butchers with Stefan Shrankenhaus and Florin Ionuț, place it under the Tanoa Einsatzgruppen, and then merge the two structures. They expected the merger to provide greater political power, additional financial resources, and Tanoan armed support under the same command. Marku expected the combined structure to have enough coercive power to challenge the Romanian state.[26] During the same period, Petru Ionuț withdrew from the central leadership, said he no longer wanted to participate in the organization's activities, and refused to surrender his California branch. The Bucharest leadership classified his withdrawal as disloyalty. Marku regarded the branch, which controlled money, protected properties, and transport routes that could serve as an escape network, as an obstacle to his takeover. Petru returned to Romania for the final time in March 2024 and rejected Marku's demand for his authority and assets. Marku later persuaded Iakob to kill him by promising greater authority and access to California revenue.[27] Iakob killed Petru inside his Hollywood casino on 21 August 2024. The central leadership had already classified Petru's conduct as treason, and no organized opposition to the killing was recorded inside the Bucharest Butchers.

The Tanoa Einsatzgruppen ceased to exist on 30 November 2024, removing the protection, resources, and armed support required for Marku's plan. The Bucharest Butchers no longer had Tanoan support for its infrastructure or for maintaining control over its senior figures. During 2024 and early 2025, the Fish Collective attacked Bucharest Butchers infrastructure, killing senior members and forcing others to flee. On 1 May 2025, a Fish Collective member entered Marku's apartment complex in Bucharest and shot him, ending the central command of Porno Bucharest. Further attacks against the remaining leadership caused the Bucharest Butchers to collapse during May 2025.[28] After the collapse, Dirlewanger left Romania under the false identity Octavian Dumitrescu using documents prepared through remaining Bucharest Butchers contacts. He travelled through Hungary and Austria before entering Germany and was killed during a capture operation near Oderbrück on 24 June 2025.[29]
