The Reichsministerium für Öffentliche Verwaltung (English: Reich Ministry for Public Administration) was a central ministry of the Government of the Tanoa Einsatzgruppen. It maintained the civil-service record system and set the procedures used by government offices. It also supervised routine administrative work in district and local offices.[1] The ministry operated from 1949 until the dissolution of the Tanoa Einsatzgruppen on 30 November 2024.

The ministry was headed by the Reichsminister für Öffentliche Verwaltung. The minister served under the central leadership and conducted high-level administrative coordination through the Oberkommando der Tanoa Einsatzgruppen.[2] The ministry did not command the military, security services or the NSTAP.

History

The Reichsministerium für Öffentliche Verwaltung was established in 1949 as the government developed a permanent civil administration. Before its formation, routine administrative work had been divided between local command offices and temporary departments attached to the central leadership. This arrangement became difficult to maintain as the number of ministries and regional offices increased.

The ministry introduced standard government forms and central filing rules. It created a regular reporting channel through which district administrations submitted records to the central government in Georgetown. During the 1950s and 1960s, this system was extended to civil-service appointments and official correspondence. District reports were collected in central registries where clerks checked whether local offices had followed government instructions.

From the 1970s, the ministry worked more frequently with the Regional Großabschnitte. Its administrative system was also used by offices responsible for population registration and legal procedure. The ministry continued to manage routine civil administration under Eef Paap and remained active until November 2024.

Organization and functions

The Reichsminister für Öffentliche Verwaltung directed the ministry and approved its main administrative instructions. Internal offices handled particular parts of the ministry's work.

The central registry received reports from ministries and district administrations. Clerks classified each document according to its originating office and reporting period. The registry preserved copies of administrative orders so that local offices could be checked against the instructions they had received.

The ministry also maintained personnel files for the ordinary civil service. These files recorded an official's posting and employment history. They were used when clerical staff were transferred between departments or assigned to a newly established office. Appointments within the military and security services remained outside the ministry's ordinary authority.

District administrations were required to submit reports according to schedules issued by the ministry. When an office failed to report, the ministry could request its records or send an inspection team. The ministry could also reorganize a clerical department when its records could no longer be maintained locally.

Relations with other institutions

The ministry formed part of the cabinet structure but remained subordinate to the central leadership and the Oberkommando. The Oberkommando coordinated the wider administration and transmitted major directives to ministries.[2] The Reichsministerium für Öffentliche Verwaltung converted those directives into procedures for civil offices.

The Amt für Bevölkerung und Ordnung maintained population records and civil documentation. Its work overlapped with the ministry because local registry offices operated through the wider public administration system.[3] Population-specific records remained under the population office, while the ministry regulated the clerical channels used to submit and store them.

The Amt für Staatliche Rechtsordnung prepared the formal rules used to apply government orders. It maintained direct contact with the ministry when administrative procedures had to be introduced across government offices.[4] The legal office determined the required form of a regulation, while the ministry distributed its administrative instructions and incorporated them into office practice.

The ministry also maintained reporting links with the Regional Großabschnitte. These regional authorities retained their own political and security chains of command. The ministry's authority concerned routine civil administration and the handling of government records.

Dissolution

The ministry's reporting system failed during the collapse of the Tanoa Einsatzgruppen in November 2024. Communications between Georgetown and regional offices became unreliable, which prevented the central registry from reviewing district reports. Local administrations began operating without regular instructions from the ministry.

The Reichsministerium für Öffentliche Verwaltung ceased to function on 30 November 2024 when the government and its central institutions were dissolved.[5] Its surviving records remained in ministry archives and former district offices.
