Gustavo Kleiner (7 February 1944 – 31 January 2025), also known by the alias Papa, was an Argentine senior officer of the Allgemeine SS and an organizer within Glöbbery. He served in the Tanoa Einsatzgruppen from 1963 until its collapse in 2024 and held the rank of SS-Oberstgruppenführer from 2002.

Kleiner became one of the principal planners of the extermination of Indigenous Tanoans and Black African populations under Tanoan rule. Under Eef Paap, he also organized Glöbberian ceremonies and directed foreign destabilization programmes. His final strategic plan called for the Tanoa Einsatzgruppen to absorb every remaining state before destroying humanity. Following the collapse of the regime, he was convicted of genocide and crimes against humanity by the Georgetown Tribunal and executed in January 2025.

Early life

Kleiner was born on 7 February 1944 in Rada Tilly, Argentina, into a family of German and Argentine ancestry. He joined the Paapjugend on 7 February 1959, his fifteenth birthday. The organization provided political instruction and prepared its older members for entry into the Allgemeine SS. Kleiner first travelled to Tanoa on 12 August 1961 at the age of 17. He later described the island as a conscious presence and believed that it possessed authority over the people living upon it.

Allgemeine SS career

Kleiner entered the Allgemeine SS on 21 October 1963 and completed officer training in Tanoa. As part of his admission into the officer corps, he underwent the Glöbberian initiation used within the organization and swore loyalty to The Gentleman. A separate oath bound him to the Tanoa Einsatzgruppen and Jan Paap.

After receiving the rank of SS-Untersturmführer, Kleiner was assigned to Jan Paap's personal security detail. He provided close protection during official appearances and inspected locations before leadership visits. He also enforced orders requiring residents to remain inside their homes while senior officials travelled through populated areas. Kleiner later moved into central administrative work and received access to population records used by the Allgemeine SS for residence controls and racial classification.

After Eef Paap became Führer on 6 November 1980, Kleiner entered his restricted command circle. Eef valued his personal loyalty and his ability to convert ideological objectives into administrative plans. Kleiner was promoted to SS-Oberstgruppenführer on 21 October 2002, placing him immediately below the Reichsführer-SS within the senior Allgemeine SS hierarchy. The promotion allowed him to issue central planning directives and communicate directly with regional SS commands.

Glöbbery and religious beliefs

Glöbbery had operated within the Tanoa Einsatzgruppen before Kleiner joined the Allgemeine SS. Initiation rituals formed part of the admission and promotion ceremonies used for officers and senior officials. Kleiner was therefore already a Glöbberist when he began assisting with restricted ceremonies during the 1960s.

On 12 November 1980, Eef Paap appointed Kleiner to supervise the organization of Glöbberian meetings in Tanoa. Kleiner selected the meeting sites and controlled access to the ceremonial rooms. He personally directed his first complete ceremony on 17 October 1981, the anniversary of the foundation of Glöbbery. Tanoan Glöbbery ceremonies had already been conducted under Jan Paap, but the 1981 gathering was the first organized by Kleiner himself.

Kleiner subsequently supervised initiation ceremonies for officers entering senior command and for officials granted access to restricted state programmes. He maintained records of their oaths and organized meetings attended by Eef. His final major Glöbberian ceremony was held on 17 October 2023.

Kleiner's Glöbberist membership existed alongside his worship of Tanoa itself. Like Chiche Alem, he treated the island as a mysterious deity rather than an ordinary territory. He regarded Mont Tanoa as the physical centre through which the island expressed its will. Kleiner accepted the Gentleman as the divine authority of Glöbbery but considered him separate from Tanoa.

Kleiner believed that Eef had been chosen to carry out the will of the island. His loyalty to Eef was therefore both political and religious. He rarely discussed these beliefs with ordinary personnel and was described by officers around him as reserved, patient and secretive. Within restricted meetings, he spoke openly about the destruction of humanity and the survival of Tanoa as the world's sole authority.

Extermination and foreign destabilization

On 6 May 1981, Kleiner was appointed to a central SS group responsible for planning the removal and extermination of Indigenous Tanoans. He used population registers to identify communities for detention and killing. The plans were distributed through the Allgemeine SS hierarchy, while Kleiner reviewed reports from the units carrying them out.

On 14 June 1991, Kleiner submitted an expanded extermination plan for territories administered through SS-Großabschnitt Afrika. The plan applied the registration methods used in Tanoa to Black African populations under Tanoan control. Regional officers transmitted their reports to Georgetown, where Kleiner revised the programme and approved changes to the areas selected for extermination.

Kleiner approved a foreign demographic programme on 17 October 1994. The United States became its principal target. Tanoan intermediaries pressured officials to expand abortion access, which Kleiner regarded as a means of reducing foreign populations before future Tanoan expansion. He also expected disputes over abortion policy to increase political conflict and weaken trust in state institutions.

On 17 October 1998, Kleiner arranged for fetal remains obtained through foreign networks to be incorporated into food produced at restricted Tanoan facilities. During internal meetings, he described this treatment as what humanity deserved before humans themselves were fed to dinosaurs. The programme remained under restricted Allgemeine SS administration.

Kleiner established direct contact with Arbëror Shpend Leka on 7 February 2002. He approved the use of Leka's commercial fronts for the sale of surplus Tanoan weapons and ammunition. Following his promotion later that year, Kleiner became the main senior Allgemeine SS contact for the network. On 14 June 2003, he authorized the release of ammunition for transport through Leka's routes. Kleiner supported the sales because he believed that wider access to weapons would prolong foreign conflicts and weaken governments before Tanoan intervention.

On 12 March 2007, Kleiner approved a programme intended to introduce unauthorized gender-transition procedures into school-linked health services outside Tanoa Einsatzgruppen territory. The programme targeted minors and relied on pressure applied through foreign officials. Kleiner intended the resulting disputes to demobilize affected societies and reduce confidence in schools and public institutions.

These activities formed parts of a single strategy. Kleiner sought to weaken foreign states through demographic interference and political conflict. Weapons distribution was used to intensify disorder. He believed that governments damaged by these programmes would be unable to resist later Tanoan expansion.

Final plan

In 2012, Kleiner was placed in the projected western and central European command group for Unternehmen Europa-Klammer. The operation was designed by Eef Paap and Daniel Paap as a long-term plan for the destabilization and subordination of Europe. On 6 November 2012, Kleiner argued that the European operation should be treated as the first stage of a wider global programme.

At a Glöbberian meeting on 17 October 2018, Kleiner presented the first complete version of his final plan. Foreign governments would first be weakened from within. Tanoan forces would then enter the affected countries while claiming to restore order. Once the Tanoa Einsatzgruppen had established administrative control, the populations of the conquered territories would be exterminated.

Kleiner presented an expanded version to Eef on 14 November 2021. It proposed that European conquest should be followed by campaigns in the Americas and Asia. Eef authorized him to continue the planning and treated him as one of his most trusted senior officers.

During the Glöbberian meeting of 17 October 2023, Kleiner stated that independent humanity should cease to exist. On 19 August 2024, he completed his final memorandum. The document identified Unternehmen Europa-Klammer as the European phase of a global programme and called for every remaining state to be absorbed by the Tanoa Einsatzgruppen. Conquest was an intermediate stage. The final objective was the destruction of humanity, after which Kleiner believed that Tanoa would remain as the world's sole divine and political authority.

Arrest, trial and execution

Chiche Alem was killed on 3 November 2024. Eef Paap was killed on 24 November, removing the leader to whom Kleiner had remained personally loyal. The Tanoa Einsatzgruppen ceased to function as an organized state on 30 November 2024.

Kleiner was detained in Georgetown on 1 December 2024. Investigators recovered his extermination directives and final memorandum from Allgemeine SS offices. They also found Glöbberian initiation records kept under his authority and correspondence concerning weapons transfers.

The Georgetown Tribunal formally indicted Kleiner on 6 January 2025. His trial began on 13 January. Prosecutors identified him as one of the principal planners of the extermination of Indigenous Tanoans and Black African populations. His final memorandum was presented as evidence that these programmes formed part of a continuing plan to destroy humanity.

On 24 January 2025, Kleiner was convicted of genocide and crimes against humanity. The crimes-against-humanity conviction covered extermination and racial persecution. The tribunal also held him responsible for murders committed through the plans he prepared and transmitted to subordinate commands. Kleiner was sentenced to death and executed by firing squad in Georgetown on 31 January 2025 at the age of 80.
