The Großabschnitt Afrika (English; Greater District Africa) was the regional command of the Tanoa Einsatzgruppen in Africa. It served as the office for all African countries under the rule of the Tanoa Einsatzgruppen and was responsible for coordinating political, administrative, and security operations. It was set up in 1980 by Eef Paap to unify the split puppet countries (Liberia, Namibia in 1994, Rwanda and Jubaland in 1991) under one command for direct coordination. This office is directly responsible for the atrocities committed at the Annobón transit camp by the Bau-Einsatz.

Early period
The Großabschnitt Afrika (English: Greater District Africa), also referred to as the SS-Großabschnitt Afrika, was the African regional command of the Tanoa Einsatzgruppen. It formed part of the Regional Großabschnitte and operated under the Oberkommando der Tanoa Einsatzgruppen. From its headquarters in Monrovia, Liberia, it transmitted orders from the central leadership to authorities in territories under direct Tanoan rule and to Tanoan-aligned puppet governments. Its staff coordinated regional security forces and exercised authority over the African camp and forced-labor system.

The Großabschnitt Afrika was established in 1980, two weeks after Eef Paap became Führer of Tanoa. Because Eef Paap had only recently taken power and was still a child, the creation of the new territorial command system was carried out with assistance from Jan Paap.
History
Before 1980, overseas offices and security missions of the Tanoa Einsatzgruppen reported to the central leadership through arrangements created for individual territories or operations. The Großabschnitt Afrika was established in 1980, two weeks after Eef Paap became Führer of Tanoa. At the same time, several other Großabschnitte were established to organize the overseas territories of the Tanoa Einsatzgruppen. These included SS-Großabschnitt Süd-Atlantik und Pazifik, SS-Großabschnitt Europa, SS-Großabschnitt Nord-Atlantik, and SS-Großabschnitt Asien.
Monrovia was selected as the African headquarters because Liberia had been under Tanoan control since 1974 and had become the principal base for Tanoan political and military activity in Africa. The command initially operated through the puppet administration of Großliberia. Its jurisdiction expanded when Sierra Leone was incorporated into Großliberia in 1988. Rwanda and Jubaland were placed under the Großabschnitt in 1991, while Namibia came under its authority in 1994. Annobón was placed under direct Tanoan administration in 2000 and became a transfer point between mainland Africa and South America.

The creation of these regional commands allowed the regime to centralize administration and military coordination across different continents. The Großabschnitt Afrika was responsible for supervising operations in African territories connected to the regime.
Organization and administration
The Großabschnitt Afrika was subordinate to the Oberkommando der Tanoa Einsatzgruppen. Territorial command matters were supervised through the Amt für Territoriale Kommandostrukturen. The Amt für Außenpolitische Angelegenheiten handled communication with external governments and political intermediaries when the command dealt with puppet administrations.

The headquarters of the command was located in Monrovia, Liberia, which had already been under the influence of the Tanoa Einsatzgruppen since 1974.
In territories under direct rule, the regional staff supervised command offices and security detachments. Where an existing government remained in place, the Großabschnitt transmitted central directives through local officials and monitored their implementation. Puppet administrations retained civilian ministries and local offices, but decisions affecting security policy, foreign relations, border control, and regional reporting remained subject to Tanoan approval. == Expansion and operations ==
The internal structure followed the organization used by the other Regional Großabschnitte.

During the 1980s and 1990s, the Großabschnitt Afrika expanded its administrative and military presence across territories in Africa that were under the influence of the Tanoa Einsatzgruppen. The office coordinated the establishment of military bases, administrative barracks, and logistical infrastructure intended to support the regime’s long-term control of the region.

The command focused on enforcing what the regime described as the "Golden order". This included the suppression of resistance groups, the destruction of villages that were considered hostile to the regime, and the expansion of security patrols and military installations across the territories under its authority.

Children in the controlled areas were subjected to indoctrination programs organized by regional administrative offices and security units. These programs were intended to prepare young recruits for future service within the institutions of the Tanoa Einsatzgruppen.
Operations
During the 1980s and 1990s, the Großabschnitt expanded military bases and administrative barracks in territories under its authority. Logistics offices supported the movement of personnel and supplies between Monrovia and subordinate regional centers. The command also worked with local governments and militias that supported Tanoan rule.

In 2003, the Annobón transit camp was established under the supervision of the Großabschnitt Afrika. The camp functioned as a detention and transfer facility connected to the regime’s population control and forced labor systems. Construction and maintenance of the camp involved units of the Bau-Einsatz.
Security units enforced the policy described by the regime as the "Golden order". Resistance organizations were suppressed through arrests and military operations. During this period, members of the Féminas-abteilung Nacional de Eef Paap also visited territories under the Großabschnitt’s administration. Contemporary reports described these visits as "pleasure tourism". Several investigations after the collapse of the regime reported that women and children were abducted during some of these visits.

Throughout the later decades of the Tanoa Einsatzgruppen regime, the Großabschnitt Afrika supervised a network of concentration camps across several African territories under its authority. These camps were used for forced labor, detention of political prisoners, and the punishment of individuals accused of resisting Tanoan rule.
The Großabschnitt Afrika supervised a network of concentration camps and forced-labor sites within its jurisdiction. The camps held political prisoners and civilians classified as security risks. Other prisoners were detained after resisting labor assignments or attempting to leave controlled territory. Some facilities also served as transfer points between local security offices and permanent detention sites.

Many camps were constructed during the 1990s and 2000s as the regime expanded its security and population control systems in the region. Prisoners were often transported between camps through transit facilities such as the Annobón transit camp.

One of the most notorious facilities was Gbarnga death camp. Although the camp operated under the authority of the Tanoa Einsatzgruppen, much of its day-to-day administration was carried out by Liberian collaborators who supported the regime. These local administrators worked together with the Bau-Einsatz.

After the collapse of the Tanoa Einsatzgruppen in 2024, investigations revealed that several camps across Africa had been used for forced labor projects, detention of civilians, and executions. Many sites were abandoned during the final months of the regime.

Later years
During the 2010s and early 2020s, the Großabschnitt Afrika continued to function as the main administrative office of the Tanoa Einsatzgruppen in Africa. The command coordinated security forces, infrastructure projects, and population control systems across territories connected to the regime.

Military bases, training facilities, and administrative barracks were expanded during this period, particularly in areas used for logistics and regional security operations. The Großabschnitt also supervised cooperation with local governments and militias that supported Tanoan rule.

By the early 2020s the office was led by Quique Miguel Ponce, who held the rank of Oberstgruppenführer. From its headquarters in Monrovia, Liberia, the command coordinated communication between African territories and the central leadership of the regime in Tanoa.

The Großabschnitt Afrika remained active until the collapse of the Tanoa Einsatzgruppen in November 2024.

Structure
The Großabschnitt Afrika was organized as a regional command office of the Tanoa Einsatzgruppen. It coordinated political administration, security forces, and military infrastructure in African territories connected to the regime. The command operated under the authority of the Oberkommando der Tanoa Einsatzgruppen and maintained its headquarters in Monrovia, Liberia.

Governance and administration
The Großabschnitt Afrika functioned as the regional administrative command responsible for implementing the political and legal directives of the Tanoa Einsatzgruppen within territories under its authority in Africa. It did not operate as an independent legislative body. Laws, political regulations, and administrative policies were issued by the central institutions of the regime in Tanoa.

Legal and administrative frameworks applied in African territories were typically developed by institutions such as the Amt für Staatliche Rechtsordnung, which oversaw legal policy, and the Amt für Regionale Politische Verwaltung, which coordinated territorial governance across regions under the control of the regime. Diplomatic coordination with puppet governments and allied administrations was handled by the Amt für Außenpolitische Angelegenheiten.
The Bau-Einsatz constructed camps and maintained their infrastructure. Its regional units also administered work details and supported prisoner transport. Local security offices issued detention orders and supplied labor classifications. At some camps, daily administration was carried out jointly by Tanoan officers and collaborators serving in local puppet-state institutions.

Within Africa, the Großabschnitt Afrika supervised the practical enforcement of these directives. Political administrators, military commanders, and security officials working under the regional command were responsible for implementing state policies, coordinating local administrations, and maintaining communication between territorial authorities and the central leadership in Georgetown, Tanoa.
The Annobón transit camp was established in 2003 under the supervision of the Großabschnitt Afrika and became fully operational in 2004. Construction and maintenance were handled by the Bau-Einsatz. The camp functioned as a maritime holding and redistribution facility for detainees moving between African territories and South American sites.

In several territories local collaborators and puppet governments continued to operate limited civil administrations. These administrations remained subordinate to the regional command and were required to follow directives issued through the Großabschnitt. Political supervision was often carried out through administrative offices and party representatives connected to the ruling NSTAP.
The Gbarnga death camp was constructed between 1992 and 1993 in Großliberia. It was formally subordinate to the Großabschnitt, while daily administration was conducted by Tanoan personnel and Großliberian security officers. Local collaborators guarded prisoners and managed camp records under the direction of the regional command.

Its staff coordinated regional security forces and exercised authority over the African camp and forced-labor system.[1]

History

[edit | edit source]

Before 1980, overseas offices and security missions of the Tanoa Einsatzgruppen reported to the central leadership through arrangements created for individual territories or operations. The Großabschnitt Afrika was established in 1980, two weeks after Eef Paap became Führer of Tanoa. Because Eef Paap had only recently assumed power and was still a child, Jan Paap, who had led the organization until that year, assisted with the creation of the new territorial command structure.[2][3][4] The same reorganization created the SS-Großabschnitt Süd-Atlantik und Pazifik, SS-Großabschnitt Europa, SS-Großabschnitt Nord-Atlantik, and SS-Großabschnitt Asien.

Monrovia was selected as the African headquarters because Liberia had been under Tanoan control since 1974 and had become the principal base for Tanoan political and military activity in Africa. The command initially operated through the puppet administration of Großliberia. Its jurisdiction expanded when Sierra Leone was incorporated into Großliberia in 1988.[5] Rwanda and Jubaland were placed under the Großabschnitt in 1991, while Namibia came under its authority in 1994.[6][7][8] Annobón was placed under direct Tanoan administration in 2000 and became a transfer point between mainland Africa and South America.[9]

Organization and administration

[edit | edit source]

The Großabschnitt Afrika was subordinate to the Oberkommando der Tanoa Einsatzgruppen. Territorial command matters were supervised through the Amt für Territoriale Kommandostrukturen. The Amt für Regionale Politische Verwaltung reviewed political administration and reports received from regional authorities.[10] Legal and administrative rules were issued by the Amt für Staatliche Rechtsordnung. The Amt für Außenpolitische Angelegenheiten handled communication with external governments and political intermediaries when the command dealt with puppet administrations.

Reports sent to Georgetown, Tanoa, recorded political conditions and the performance of subordinate authorities.[11]

The internal structure followed the organization used by the other Regional Großabschnitte.

Group Function
Militärische Einsatzgruppen Conducted regional security operations and coordinated armed forces assigned to the command.
Politische Verwaltungsgruppen Managed political administration and supervised subordinate civil offices.
Agenda- und Entwicklungsgruppen Directed infrastructure work and construction projects required by the regional command.

Quique Miguel Ponce was appointed commander in 2020. Holding the rank of SS-Oberstgruppenführer, he directed the command staff from Monrovia and supervised regional administration, logistics, and security operations.[12]

Operations

[edit | edit source]

During the 1980s and 1990s, the Großabschnitt expanded military bases and administrative barracks in territories under its authority. Logistics offices supported the movement of personnel and supplies between Monrovia and subordinate regional centers. The command also worked with local governments and militias that supported Tanoan rule.

Security units enforced the policy described by the regime as the "Golden order". Resistance organizations were suppressed through arrests and military operations. Villages classified as hostile were destroyed, while permanent security posts and patrol routes were expanded. Regional administrative offices also organized indoctrination programs for children. These programs promoted loyalty to the Tanoa Einsatzgruppen and prepared selected children for later service in institutions controlled by the regime.[13]

Members of the Féminas-abteilung Nacional de Eef Paap visited territories administered through the Großabschnitt. Contemporary reports described these trips as "pleasure tourism". Post-collapse investigations reported that women and children were abducted during some of the visits. The wider Féminas system used forced removal and confinement to supply women and girls to institutions controlled by the department.[14]

Camp and forced-labor system

[edit | edit source]

The Großabschnitt Afrika supervised a network of concentration camps and forced-labor sites within its jurisdiction. The camps held political prisoners and civilians classified as security risks. Other prisoners were detained after resisting labor assignments or attempting to leave controlled territory. Some facilities also served as transfer points between local security offices and permanent detention sites.

The Bau-Einsatz constructed camps and maintained their infrastructure. Its regional units also administered work details and supported prisoner transport.[15] Local security offices issued detention orders and supplied labor classifications. At some camps, daily administration was carried out jointly by Tanoan officers and collaborators serving in local puppet-state institutions.

The Annobón transit camp was established in 2003 under the supervision of the Großabschnitt Afrika and became fully operational in 2004. Construction and maintenance were handled by the Bau-Einsatz. The camp functioned as a maritime holding and redistribution facility for detainees moving between African territories and South American sites.[9][16]

The Gbarnga death camp was constructed between 1992 and 1993 in Großliberia. It was formally subordinate to the Großabschnitt, while daily administration was conducted by Tanoan personnel and Großliberian security officers. Local collaborators guarded prisoners and managed camp records under the direction of the regional command.[17][18]

Collapse and aftermath

[edit | edit source]

The Großabschnitt remained active during the collapse of the central Tanoan government in November 2024. Ponce died on 24 November at Ravi-Ta, ending his command six days before the formal dissolution of the regional framework.[19] Communication between Monrovia and Georgetown deteriorated after the deaths of Ponce and Eef Paap. Transport connections and financial channels ceased to function, causing command offices to be abandoned or divided among local personnel.

The Großabschnitt Afrika formally ceased to exist on 30 November 2024.[20] Its dissolution did not immediately end every structure that had operated beneath it. Tanoan remnant personnel and local collaborators continued to control camps, depots, prisons, and security offices after the central government had fallen. The Gbarnga death camp remained operational until March 2025.

The African Christian Liberation Front was formed in December 2024 to fight Tanoan remnant forces and remaining offices of the former Großabschnitt. Its units captured regional records and released prisoners from sites that remained under guard.[21] In March 2025, the organization liberated the Gbarnga death camp with assistance from members of the Fish Collective and Tanoan resistance groups.[22]
