Chiche Alem (25 October 1949 – 3 November 2024), also known by the alias Graat, was an Argentine senior commander in the Tanoa Einsatzgruppen. He served in the Allgemeine SS from 1969 until his death and became the third and final Reichsführer-SS in 2005, succeeding Eduardo Krüger. Alem remained in office until he was killed on 3 November 2024.

Alem's career combined administrative work with participation in suppression campaigns. After Eef Paap became Führer of Tanoa in 1980, Alem became one of the senior officers trusted by him and continued rising through the Allgemeine SS. He also promoted religious ritual within parts of the organization and wrote about Tanoan religious symbolism, mythology and the worship of Tanoan-created gods.

Early life

Chiche Alem was born on 25 October 1949 in Comodoro Rivadavia, Argentina, into the Alem family. His father, Jose Alem, had joined Jan Paap during the formation of the Argentine Einsatz in 1944. Paap met Jose at an early recruitment meeting in Comodoro Rivadavia, where Jose was serving as a Cabo in Regimiento de Infantería 8. Jose helped recruit soldiers before deserting shortly before the expedition left Argentina. After the landing on Tanoa, he entered the new regime's senior leadership and became the first Reichsführer-SS when the Allgemeine SS was formed.

Comodoro Rivadavia had served as a recruitment and departure point for Paap's organization before the expedition to Tanoa. Alem therefore grew up in a family already tied to the military hierarchy of the new state. The political environment around his family was nationalist and oriented toward loyalty to the developing Tanoan movement.

In 1949, Paap named the 1st Allgemeine SS Division "Siege Chiche" after Alem following his birth. By that time, Jose Alem already held the highest office in the Allgemeine SS, and the Alem family had become part of the regime's senior leadership.

Allgemeine SS career

Alem entered the Allgemeine SS on 5 May 1969. His first assignments included administrative coordination and treasury oversight. He later supervised procurement connected to regime infrastructure. Internal transport used by military supply systems also formed part of his work.

During the 1970s and 1980s, Alem participated in suppression campaigns across Tanoa. Operations were directed against resistance groups and anti-regime political organizations. Suspected dissidents were also targeted, while communities accused of supporting armed opposition were subjected to suppression operations. Alem became known for strict enforcement of orders and worked to maintain coordination between military formations and administrative authorities.

At the age of 24, Alem was wounded in the right leg during a confrontation in a rural settlement. He recovered from the injury and returned to active service.

After Eef Paap became leader of the Tanoa Einsatzgruppen in 1980, Alem's authority within the Allgemeine SS increased. He coordinated military units with security offices and the detention system. His work later extended into financial administration and industrial oversight. Alem's standing also increased among officers tied to the older Argentine networks from which his family had emerged.

Alem later commanded the 1st Allgemeine SS Division "Siege Chiche", the formation that had been named after him in 1949.

Reichsführer-SS

Alem became Standartenführer in 1981 and held the rank until 1987. He then served as Gruppenführer until 1992. Promotion to Obergruppenführer followed in 1992. In 1996, he became Oberstgruppenführer and retained that rank until his appointment as Reichsführer-SS in 2005.

Alem succeeded Eduardo Krüger as Reichsführer-SS in 2005. The Reichsführer-SS was the highest leadership position in the Allgemeine SS and reported directly to the Führer of Tanoa. Alem's command covered internal security coordination and SS administration. Officer appointments passed through the senior command structure, while ceremonial matters also formed part of his administration. His office maintained cooperation with the Oberkommando der Tanoa Einsatzgruppen and the Tanoanischssicherheitshauptamt.

The Reichsführeramt served as the permanent administrative office of the Reichsführer-SS. Under Alem, it continued communication with security institutions and political offices while maintaining contact with regional command structures. Alem used this command system to issue decisions on individual security cases. On 11 January 2023, Jose Leandro Olave reported his suspicions concerning Martinez Alberto Fritz to Alem on Ravi-Ta at 8:14 p.m. Alem authorized Fritz's arrest at 8:31 p.m., after which Olave left for Georgetown with an arrest detachment.

Alem was also named in planning material for Unternehmen Europa-Klammer, a Tanoan plan intended for execution around 2030. He was assigned to the projected western and central European command group. The assignment remained part of the planning structure and was never exercised because the Tanoa Einsatzgruppen collapsed before the operation could begin.

During his nineteen years as Reichsführer-SS, Alem retained older command traditions that had developed within the organization under his predecessors. He used ceremony and rank discipline in his dealings with senior officers and continued direct enforcement of orders. Public political activity formed a smaller part of his career than his work inside the Allgemeine SS command structure.

The alias Graat referred to Alem's thin appearance. Subordinate officers also associated the name with his severe manner and strict treatment of those beneath him. Officers close to Alem described him as formal and distant. He placed heavy emphasis on ceremony and rank structure, while his long service and seniority reinforced his position within the Allgemeine SS.

Writings, rituals, and religious interests

Alem wrote internal notes and directives concerning Tanoan religious symbolism. His personal texts discussed officer ceremony and ancient sites, while other writings dealt with the use of mythology inside the Tanoa Einsatzgruppen. Alem described the state as a sacred continuation of ancient Tanoan authority and applied this religious interpretation to parts of its military and administrative system.

He supported the worship of Tanoan-created gods. Alem associated these gods with loyalty and sacrifice, while other writings connected them to racial hierarchy and obedience. Warfare and service to the state were also presented through religious themes. His texts circulated among selected Allgemeine SS officers and influenced ceremonial practices within parts of the organization.

Religious imagery associated with Alem appeared on insignia and banners. Similar symbols were used on uniforms and ceremonial daggers. Officer halls and prisons carried ritual markings, while facility seals and internal documents linked to Alem's circle also incorporated the imagery. Some designs referred directly to Tanoan-created gods. Others used underground or volcanic imagery. Stylized suns and skull motifs appeared alongside markings used during officer ceremonies.

Alem and officers loyal to him organized oath-taking ceremonies and torch-lit gatherings. Rank confirmations could incorporate symbolic offerings or blood-signing rituals. Officers also recited internal texts, and some ceremonies were specifically dedicated to Tanoan-created gods. Military compounds and administrative centers were used for these events. Ceremonies also took place in prisons and mining facilities. Other gatherings were held at isolated ceremonial locations controlled by the regime.

The Cigar Mining Facility became one of the locations most closely tied to Alem's religious and propagandistic writing. Alem used mining and underground construction as religious imagery. His texts connected forced labor and extraction activity with purification and sacrifice, while presenting work at such facilities as service to the state. Similar themes appeared in writings concerning other regime facilities and SS formations.

Alem repeatedly used the Cigar Mining Facility in his article series Poder para el Hombre Fuerte ("Power for the Mighty Man"). He claimed that finished cigars grew directly from the ground near Mont Tanoa, already carrying bands with Eef Paap's face. Alem repeatedly wrote that "Madre Naturaleza sostenía el reinado del Gran Führer" ("Mother Nature supported the reign of the Grand Führer"). The story appeared in state newspapers and ceremonial speeches. It was also used in internal morale material.

Death

Alem remained active during the final months of the Tanoa Einsatzgruppen in 2024. As the regime weakened, he continued coordinating the remaining SS structures and attempted to travel from Georgetown toward a secured area connected to Eef Paap.

On 3 November 2024, Alem's convoy was ambushed near Nicolet, Tanoa. Resistance fighters used captured Tanoa Einsatzgruppen weapons during the attack. A Panzerfaust was used to disable convoy vehicles, leaving the column immobilized. Alem then attempted to withdraw from the area on foot.

Mark Hugerinus Paap engaged the convoy during the ambush. Alem sustained multiple gunshot wounds and died at the scene. His death removed the final Reichsführer-SS and weakened the leadership structure supervising the Reichsführeramt. The office remained without another holder until it was abolished when the Tanoa Einsatzgruppen collapsed on 30 November 2024, less than a month after Alem's death.

Personal life

Alem had one known child, Marcelo José Eef Alem. Marcelo's name reflected the Alem family's connection to Jose Alem and Eef Paap.
