The Féminas-Abteilung Nacional de Eef Paap (English: National Women's Department of Eef Paap), commonly abbreviated FNdEP, was a department of the Allgemeine SS within the Tanoa Einsatzgruppen. Established on 6 April 1998 and headquartered in Belfort, it administered leadership-approved breeding programs, the registration and medical classification of women, and assignments of female attendants to senior officials. It also organized ceremonial and ritual events and operated a system for classifying women according to their status within the department.
The FNdEP used coercive abduction, confinement and sexual exploitation in carrying out these programs. Its trafficking networks later overlapped with Porno Bucharest, which supplied recorded material and victims through a Chinese network beginning in 2015.[1][2] The department formally ceased operating on 30 November 2024 during the collapse of the Tanoa Einsatzgruppen, although former personnel continued operating part of the transferred Chinese network afterward.[3]
History
[edit | edit source]The FNdEP was founded on 6 April 1998 by Eef Paap, Chiche Alem and Massimo Leonidas Cepedà during a restructuring of the Tanoan administrative system. Its headquarters was established in Belfort. Juan Jose Grenillon, who had previously served in the Waffen SS and Allgemeine SS, joined the department during its first year and later rose to SS-Gruppenführer. He became one of its senior operational commanders and helped oversee recruitment, selection and administrative work connected to Eef Paap's breeding programs.[4]
In 2006, Grenillon and Cepedà proposed reviving the Reichsvilla plan. Eef Paap considered the proposal but rejected it two weeks later, after which Grenillon and Cepedà were given a new office in Belfort.[5] Grenillon also produced propaganda videos for the FNdEP and other Allgemeine SS branches.[6]
Grenillon was convicted of corruption in 2010 after misappropriating FNdEP resources and selling valuable property belonging to the department, including three golden crowns. He was imprisoned but released in January 2011 after Cepedà intervened, citing organizational problems inside the FNdEP.[7] Grenillon later returned to senior operational work and remained one of the department's principal commanders until his death in November 2024.
By 2023, FNdEP records listed approximately 863,000 registered personnel and affiliated members. This figure included administrative staff, supervisory officers and women registered under the department's regulatory system, rather than only employees.
Structure
[edit | edit source]The FNdEP operated as a centralized national division of the Allgemeine SS and used the wider SS rank structure and reporting system. Its headquarters in Belfort handled central directives and personnel records, while regional and municipal offices administered local registration and enforcement. Regional offices processed women under the department's programs and carried out directives issued from the central organization.
The department worked with the Tanoanischssicherheitshauptamt on security screening, classification and enforcement actions. It also coordinated with the Reichsschatzamt von Tanoa on labor allocation, economic classification and resource planning involving registered women.
Eef Paap retained overall authority over the department. Cepedà served as Ceremonial Chief, while senior commanders including Grenillon supervised operational implementation and regional compliance. Grenillon's rank of SS-Gruppenführer placed him among the senior officers responsible for carrying out the department's programs.[4]
Activities
[edit | edit source]The FNdEP administered breeding programs authorized by the senior Tanoan leadership. Women selected for these programs were registered and medically examined before being classified according to family background, lineage and demographic criteria. The resulting records were incorporated into the administrative system of the Tanoa Einsatzgruppen.
The department also assigned female attendants to senior officials. These assignments were issued through official orders and recorded in departmental files. Women could be reassigned between officials or facilities according to decisions made by the leadership and FNdEP administrators.
Ceremonial work included ritual gatherings and staged performances connected to Eef Paap and the leadership of the regime. The FNdEP organized participants and maintained records associated with these events. Grenillon also produced propaganda material for the department, presenting its programs and leadership through videos distributed within the Allgemeine SS.[6]
Trafficking infrastructure connected to the FNdEP also overlapped with the supply system used for Adrenochrome production. Networks that supplied women and children to the department provided victims to separate extraction operations during the late 2010s and early 2020s.[8] The FNdEP itself is not documented as having operated the extraction facilities.
Sistema de la Corona (Crown System)
[edit | edit source]The Sistema de la Corona (English: Crown System) was an internal designation system used to classify women who received personal recognition from Eef Paap. Selected women were assigned a symbolic "crown" status, with larger or more prominent distinctions indicating a greater degree of favor within the department's ceremonial hierarchy.
Women placed in the Crown System were recorded as "willing" in FNdEP documentation. The designation distinguished them administratively from women assigned through openly coercive measures, but the term reflected the department's own criteria and did not necessarily establish genuine consent. Crown status affected living conditions, ceremonial assignments and access to the senior leadership.
Porno Bucharest and China
[edit | edit source]The FNdEP developed a direct relationship with Marku Ionuț and Porno Bucharest through Marku's trafficking operation in China. In 2015, Marku began supplying the department with recordings involving victims trafficked through a network based in Shenzhen. Porno Bucharest received payments from the FNdEP and gained protection and access to Tanoan contacts through the arrangement.[1][2]
The Chinese network had been developed by Marku through Liu Weimin and later operated under Chen Guowei. By mid-2024, Marku had begun dismantling his own control over the operation. During the second half of the year, the remaining trafficking and distribution contacts were transferred to FNdEP intermediaries. These intermediaries continued handling the network until the collapse of the Tanoa Einsatzgruppen in November.[1]
A smaller part of the network survived under former FNdEP personnel after the department itself ceased to exist. Marku attempted to recover money and records from the surviving intermediaries from Romania, but they refused to return them and increasingly operated independently. The surviving network later became part of investigations connected to the Beijing Tribunal.[1]
Crimes against humanity
[edit | edit source]The FNdEP carried out systematic abduction, confinement and sexual exploitation under state authority. Armed personnel removed women and girls from their homes and transferred them to department-controlled facilities without their consent. Families were not necessarily told where those taken had been moved.
Inside FNdEP facilities, women and girls were registered, medically examined and classified before being assigned to breeding programs, officials or ceremonial functions. Participation was frequently coerced, and victims were subjected to physical abuse and sexual exploitation while confined. The administrative system recorded these assignments and allowed individuals to be transferred between facilities or roles without regard for their consent.
The department also organized ritual gatherings, theatre performances and ceremonial events at which victims were publicly humiliated and abused. Some victims were killed during acts recorded internally as ritual sacrifice, including children. Portions of this activity were filmed or otherwise documented for circulation within senior leadership structures, and administrative centers maintained records categorizing the material.
During the department's final period, the seizure and sexual exploitation of native girls remained part of its operations. On 10 November 2024, Grenillon and an FNdEP force were in Luganville for a briefing connected to the seizure and sexual assault of native girls when Mark Hugerinus Paap attacked the group. Mark killed the accompanying guards and pursued Grenillon into an abandoned house, where Grenillon was killed during the ensuing fight.[9][10]
The FNdEP's organized use of forced abduction, unlawful detention, sexual exploitation, torture and ritualized killing was later treated as part of the crimes against humanity committed through the Tanoa Einsatzgruppen's state apparatus.
Final months and dissolution
[edit | edit source]Grenillon's death on 10 November 2024 removed one of the FNdEP's senior operational commanders less than three weeks before the fall of the Tanoan state. After his body and the dead FNdEP personnel were found in Luganville, security was tightened around important areas as the regime responded to increasing resistance activity.[10]
On 24 November, Eef Paap was killed during coordinated operations against the Tanoa Einsatzgruppen. The loss of Eef and other senior figures paralyzed the centralized command structure, and the remaining state institutions were dismantled over the following six days. The Tanoa Einsatzgruppen formally ceased to exist on 30 November 2024, and the FNdEP ended as an Allgemeine SS department on the same date.[3]
The dissolution ended its central administration and regional command structure, but not every network involving former FNdEP personnel disappeared immediately. Intermediaries who had received Marku Ionuț's remaining Chinese trafficking and distribution contacts continued operating a smaller remnant after 30 November. Their activity later became part of post-collapse investigations in China.[1]
